The MERLA Data Associate will work closely with Act to End NTDs | East Program to ensure high quality data collection, analysis, and reporting. This position requires reviewing large datasets in detail and providing feedback on data quality. This person will also support HQ and in-country MERLA staff to review data for routine reporting to USAID. Furthermore, this individual will participate in the development and maintenance of a DHIS2 database, through testing new development and functionality.

**Responsibilities**:

- Support data management for monitoring, reporting and analysis for 4-6 countries.
- Review data throughout the year, with a heavy emphasis during work planning and two semi-annual reporting (SAR) periods. Ensure regular, high-quality data collection and analysis, and timely, strategic response to reporting.
- Upload data to the in line with MERLA system and reporting requirements.
- Provide feedback to HQ staff, in-country teams and consortium partners on data quality and program performance.
- Execute test plans and test cases to ensure the functionality, usability, and performance of the USAID’s NTD Database.
- Document and report errors using USAID’s NTD Database, including documenting them and collaborating with the USAID NTD database development team and stakeholders to ensure timely resolution.
- Collaborate with other Act | East HQ staff to support in-country teams on routine and ad hoc reporting in line with country priorities.
- Correspond with in-country teams to gather information about redistricting; incorporate redistricting events into USAID’s NTD Information System (NIS).
- Provide high-level quality control checks on country data for program work plan, SAR, and ad hoc requests.
- Train HQ and in-country staff on the USAID’s NTD Database.
- Support Act | East colleagues in responding to immediate requests for data from program leadership.
- Contribute to and maintain data dictionaries and other data documentation.
- Support on-going efforts to implement automated quality control and data reviews using SQL and SAS (missing or invalid data, acceptable thresholds, logical checks).
- Provide additional ad hoc data management and reporting support based on program needs.

**Qualifications**:

- Experience with quantitative data collection, analysis, visualization, use and reporting.
- Proficiency in advanced Excel functions, including VLOOKUP, INDEX-MATCH, SUMIFS, COUNTIFS, and Pivot Tables.

**_ Preferred Qualifications:_**
- Experience using or developing in DHIS2
- Familiarity with statistical analysis software, such as MySQL, SAS, R, Python
- Experience with NTD data
- Experience developing and implementing Excel macros to automate repetitive tasks and streamline workflows
