**POSITION RESPONSIBILITIES**:

- **Essential Functions**_
- Prepares on a quarterly basis the data for the State Act 148 Invoice and all Special Grant invoicing that is awarded to the county each year. All invoicing must be reconciled to the County Management System Report and the general ledger. Journal entries must be prepared and entered into the county financial system to keep State invoicing and County’s General Ledger tied out each quarter and at year end. Invoices must be prepared in the format required by DHS with additional supporting documentation as needed by the agency for the State Audits.
- Produce and print quarterly Shelter Care Report showing placement costs eligible for reimbursement as Shelter. Report is verified and reconciled to Shelter Care - Cost Center/Provider Report.
- Prints and verifies the annual summary at the end of the fiscal year.
- Prepare all other reports related to placement as may be required by the Fiscal Manager, the Manager of Placement, the Executive Director, or any County Department Director.
- Submit input in development of additional reports as needed.
- Assist the Fiscal Manager with monthly, quarterly, and annual compliance reporting by maintaining statistical and financial analysis monthly as directed by the Fiscal Manager.
- Prepare the annual county budget and assist Fiscal Manager with state budget preparations.
- Process budget appropriation, transfers, and review budget quarterly reports.
- Responsible for all statistical reports needed by the state.
- Assist the Fiscal Manager in year-end reconciliations and preparation for auditors and the Controller’s Office.
- Attend training conferences relating to fiscal data.
- Track and maintain department Asset Inventory and process the quarterly IT Invoice to the State.

**MAINTAIN AND VERIFY ACCURACY OF COUNTY ACCOUNTING SYSTEMS**:

- Oversees the Placement and In-Home Reconciliation Report process, which totals more than eleven million dollars per year. Interacts with controller’s office and the budget office to resolve any general ledger discrepancies. Responsible for any accounting adjustments to correct budget and general ledger differences. Verifies the completion and accuracy of these entries to the county accounting systems.
- Develops, makes necessary parameter changes to all financial reporting to various department in the county and the State. Reconciles and maintain the units workbook on a monthly/quarterly basis. Reconciles payments to providers and Units/Rates by Provider reports, to the quarterly Fee for Service spreadsheet in the Act 148 Workbook.
- Design and maintain a tracking system for all CYS assets purchased.
- Conduct the annual inventory of assets per State Audit requirements.
- Performs any related work as required and assigned.

**MINIMUM EDUCATION AND EXPERIENCE**:

- Three years of professional accounting experience and graduation from a four-year college with an accounting/finance degree.
- Three years of accounting and/or budgetary experience

**MINIMUM KNOWLEDGE, SKILLS AND ABILITIES**:

- Working knowledge of accepted accounting principles, practices, and procedures
- Working knowledge of the principles and practices of auditing and cost accounting.
- Ability to communicate effectively, both orally and in writing.
- Ability to understand budgets and the budget process.
- Ability to evaluate, develop, and institute new accounting forms, records, procedures, and
- controls.
- Ability to develop and implement fiscal goals and objectives.
- Ability to meet deadlines and manage multiple tasks.
- Ability to function autonomously with mínimal supervision.
- Ability to establish and maintain effective working relationships.
- Analytical and problem-solving skills.
- Proven attention to detail and timely follow-through.
- Physical presence in the office is required.
- Valid Pennsylvania Driver’s License.

**PHYSICAL DEMANDS**:

- Work involves walking, talking, hearing, using hands to handle, feel objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee must occasionally lift and/or move up to 10 pounds a distance of fifteen (15) feet or less.
- Intense concentration; working at PC all day every day; ability to remain seated for extended periods of time.
