**Duties**:

- Provides legal advice and counsel to the Command regarding the laws, regulations, and policies applicable to civilian personnel, labor relations, and equal employment law issues.
- Provides legal advice and counsel regarding Federal Labor Management Relations between the Arsenal and the Union, to include agreement negotiations/interpretations, represent management in the third-party proceedings.
- Serves as the primary counsel representing the Command in third-party administrative, quasi-judicial, and judicial proceedings on civilian personnel, labor relations, and equal employment opportunity matters.
- Recommends final legal guidance on contracting matters, including but not limited to, justifications and approvals, solicitations, awards, terminations, protests, appeals, claims, and data rights.
- Advises on general admin and civil law matters, including the operation of WVA's military installation, environmental law, fiscal law, Congressional matters, ethics, FOIA and Privacy Act requests, and investigations.

- A two year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
- This position may require the incumbent to submit a Public Financial Disclosure Report (OGE Form 278e) or a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent to maintain an active bar membership that permits the representation of the Federal Government in the courts of their jurisdiction to the extent that private practice attorneys are able to for their clients.

**Qualification Requirements**: The following minimum qualification requirements must be met before applicants are eligible for further consideration:
- **2) Bar Membership**: Applicants must be active members in good standing (as defined by the pertinent bar) of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico.
- **3) Professional Legal Experience**

**GS-13**: Applicants must possess 2 years of professional legal experience after admission to the bar commensurate with the duties of the position. The Attorney Qualifying Authority may grant an exception to this requirement when an applicant possess special qualifications.
- **GS-14**:Applicants must possess more than 3 years of professional legal experience after admission to the bar commensurate with the duties of the position.- **Education**:

Promotion to GS-14, however, is NOT automatic. You must meet the minimum qualifications set forth in the regulations before you can be considered for promotion

It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benet Laboratories) collocated with a manufacturing facility (Arsenal).
