Duties
  • Provides legal advice and counsel to the Command regarding the laws, regulations, and policies applicable to civilian personnel, labor relations, and equal employment law issues.
  • Provides legal advice and counsel regarding Federal Labor Management Relations between the Arsenal and the Union, to include agreement negotiations/interpretations, represent management in the third-party proceedings.
  • Serves as the primary counsel representing the Command in third-party administrative, quasi-judicial, and judicial proceedings on civilian personnel, labor relations, and equal employment opportunity matters.
  • Recommends final legal guidance on contracting matters, including but not limited to, justifications and approvals, solicitations, awards, terminations, protests, appeals, claims, and data rights.
  • Advises on general admin and civil law matters, including the operation of WVA's military installation, environmental law, fiscal law, Congressional matters, ethics, FOIA and Privacy Act requests, and investigations.
