**General Description**:
**JOIN OUR TEAM AS AN ACCOUNTANT II - PUBLIC SAFETY**

The Accountant II - Public Safety role involves responsible accounting and administrative work in coordinating financial management activities in an operating branch or major department. Responsible for several annual grant reports and communication with the funding agencies.

**Essential Job Functions**:

- Conducts continuing analysis of branch or major department revenues, encumbrances, and expenditures within the established statutes, guidelines, ordinances, and County policy and generally accepted accounting principles (GAAP).
- Responsible for department's fiscal grant needs which include: grant setup within the financial system, quarterly grant reconciliation, reimbursement requests/drawdowns, reporting associated with reimbursement requests.
- Responsible for preparation of budget amendments within the financial system and coordination.
- Responsible for maintaining records of grant expenditures by the activity and reporting to the departments to ensure they have knowledge/awareness of balances between multiple funding sources.
- Oversees the department's purchasing procedures from requisition through bid and invoice processing to properly account for vendor payments for product or services.
- Examines transactions in software systems (Tyler MUNIS) to support invoice processing.
- Creates and assists in the preparation of department budgets; Implements budget processes including periodic budget reviews, reports, and budget balances.
- Supervises the pre-audit of accounts, invoices, vouchers, bank reconciliations, and records.
- Prepares reports for outside entities.
- Assists in preparing capital improvement plans and the development and implementation of associated impact fees.
- Assembles cost analysis and managerial reports. Participates in process improvement initiatives.
- Monitors such items as ledger files, invoice receipts, capital requests, and vendor activity.
- Responsible as lead for auditor requests for annual and triennial audits ensuring completion of all requests within a timely manner.
- Responsible for annual SEFA reporting of grant financial figures.
- Reviews and approves department invoices to ensure proper coding, especially pertaining to the grant accounts.
- Prepares journal entries as needed for reclassifications etc. to ensure proper spending within the individual grants activity's and financial system accounts.
- Reviews/approves the monthly grant reimbursement requests prior to submission to agencies.
- Works closely with management to provide input for fiscal decisions.

**Knowledge, Skills and Abilities**:

- Knowledge of the grants process at the Federal, State, and local level.
- Knowledge of the principles and practices of government and cost accounting.
- Knowledge of the principles and policies of public and business administration.
- Knowledge of the laws, rules, and regulations effective in the State and County relating to fiscal and accounting records and procedures.
- Knowledge of the source and flow of public funds within the County government.
- Knowledge of Federal directives and regulations pertaining to funding of local assistance programs.
- Ability to develop, install, and maintain specialized accounting systems for various types of public assistance projects.
- Knowledge of or formal course work in public finance, preferred.

**Minimum Requirements**:
**PHYSICAL SKILLS**:Ability to communicate effectively using verbal, written, and visual communication.

**EDUCATION, TRAINING AND EXPERIENCE**:Graduation from an accredited college or university with a Bachelor's Degree in Accounting, Business Administration, Economics, or Public Administration, preferably supplemented by formal course work in public finance. Five (5) years' experience in accounting, including two (2) years' in governmental accounting.

**LICENSES, CERTIFICATIONS OR REGISTRATIONS**:Must possess a valid Florida driver's license.
