**ABOUT THIS POSITION**:
The City of Phoenix Water Services Department, one of the nation’s largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

This Contract Specialist II Lead position is a new position for the Water Services Department (WSD) Procurement team and will allow for additional oversight of staff work, as well as capacity for process improvements and staff training. Along with supervising a team of two to three professional staff, this position will also perform advanced level work in writing, negotiating, awarding, and administrating complex contracts that require market research, and spend/cost analysis.

The current WSD procurement team has eight Procurement Officers and provides contract monitoring and administration support for approximately 600 contracts with an average of 65 solicitations to complete annually. Work requires collaboration and proactive communication with stakeholders, as well as the use of critical thinking skills, initiative, and professional judgment. Work is performed under the general direction of a Procurement Manager.

**SALARY**:
Pay Range: $72,966 to $107,806 annually.

Hiring Range: $72,966 to $88,691 annually.

**MINIMUM QUALIFICATIONS**:

- Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
- Bachelor's degree in public or business administration or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

The minimum qualifications listed above, plus:

- Lead/supervisory experience.
- Certification in Lean Methodology.
- Experience providing training to field staff in procurement related topics.
- Experience in writing scopes of work that reduce contract administration.
- Experience with electronic procurement systems (e.g. SAP/SRM, Ariba, PD2, eCMS, etc.)
