This position reports to the Local Roads and Streets Engineer. Reporting to this position is a Federal Aid Projects Unit Leader and a Motor Fuel Tax Projects Unit Leader.

The incumbent coordinates programming activities between the Bureau and the local agencies in the 10 counties served by this district and the Central Bureau of Local Roads & Streets (CBLRS). In this capacity, the incumbent is responsible for coordinating the use of federal highway funds that are allocated to the local agency projects. The incumbent is responsible for oversight of the federal projects and ensuring that each project is progressing and attains the programmed letting.

Typical problems include ensuring full compliance with policies, standards, and procedures of the department and the Federal Highway Administration (FHWA). The greatest challenge to this position is coordinating the Federal project phases from agreements to planning and programming to final Plans, Specifications, and Estimate (PS&E) approval. This should be done in a timely manner so that each project is available for letting on schedule.

**Job Responsibilities (continued)**:
This position is responsible for assisting the local agencies and Metropolitan Planning Organizations (MPOs) in the planning and programming of federally funded projects. The incumbent is responsible for meeting the CBLRS letting schedule for each fiscal year. The incumbent is responsible for assisting the local agencies and MPOs in the preparation and coordination of federally funded projects for the Federal Multi-Year Program. The incumbent is also responsible for ensuring the review of design/project reports by the Federal Aid Projects Unit Leader. The incumbent monitors the flow of plans and related documents and ensures the final review for PS&E approval is coordinated with the Federal Aid Project Unit Leader and CBLRS. The incumbent is responsible for initiating program revisions for approval by the central Bureau of Local Roads and Streets. The incumbent acts as a liaison and will assist local agencies in complying with the requirements of the Local National Bridge Inspection Standards (NBIS) program. The incumbent must be knowledgeable of and work within the guidelines of the department and FHWA policies, procedures, and standards and be able to recommend solutions to unusual or complex problems.
