- Monitors and performs detailed analyses of program progress and utilization of resources.
- Applies an extensive knowledge of different functional programs and program planning, evaluation, analysis and budgeting techniques.
- Presents, analyzes and verifies data, techniques, methodologies and formats associated with budget and program development.
- Develops and maintains databases that contain program data, funding data, delivery dates, and other key pertinent information as required.
- Formulates and coordinates input to planning documents, e.g. Business Plans, Strategic Plans, etc.
- Provides advice and consultation on assigned programs, exchanges information with other personnel/organizations, and represents the organization at conferences, meetings, etc.

- One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 (GS-11 equivalent grade level or higher) in the Federal Service which includes: 1) Planning, analyzing, and reviewing major programs associated with mission and customer funded programs; 2) Evaluating policies, procedures and regulations for applicability and compliance to assigned programs; and, 3) Developing resource requirements and preparing budget submissions for assigned programs.
- Work with and across multi-disciplinary teams that are geographically dispersed
- Provide excellent customer service to key stakeholders.
- Manage and prioritize multiple tasks to meet short suspense requirements in a fast-paced environment.
- Rapidly adapt to changes in mission and requirements.**Education**:
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

**Additional information**:

- This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position is in the DE-03 pay band.
- This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-13 step 10.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- One year trial/probationary period may be required.
