This position performs highly responsible professional, technical, analytical, and administrative work involving grant administration and program management. An employee in this class is responsible for the development, coordination and implementation of work standards, methods and procedures improvements and the overall assessment, procedures, and practices in assigned areas and serves as a departmental expert for Human Service grant writing, management, and administration. Work requires exercising independent judgment in determining recommended courses of action and in the development and presentation of materials. The incumbent is responsible for creating, tracking, monitoring, enforcing, and terminating a high volume of grants and working with the Contracts Division on agreements for a variety of products and services.

This position will be located at 440 Court Street in Clearwater, with a Monday - Friday 8 a.m. - 5 p.m. schedule. There is schedule flexibility based on office needs and the possibility of up to 3 remote work days.

**What You Need**
- Bachelor’s degree in finance, accounting, business, public administration, or a related field and 4 years professional experience in grant writing, contract negotiation and/or monitoring of various federal or state funding sources ; or
- An equivalent combination of training, education, and/or experience
- Possession and maintenance of a valid Florida Driver's License or Florida Commercial Driver’s License.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

**Highly Desirable**
- 5-10 years professional experience grant writing, contract negotiation and/or monitoring of various federal or state funding sources
- Employee to maintain designated certifications and continuing education as required by the State of Florida.

***What You Will Be Doing**
- Develops, plans, and manages grants for programs, projects and policy areas resulting in a major impact on the community.
- Reviews and obtains proper interpretations of laws, rules and regulations affecting planning functions, human services, or grant requirements.
- Researches and recommends best practices for department and countywide issues and initiatives.
- Establishes and maintains systems for contract monitoring, bid specification review, grant preparation, and contract writing pertaining to grants.
- Coordinates special grants projects that may range from program planning, budget preparation, research, and public relations.
- Facilitation of grant implementation including coordination on contracting, coordination of meetings, and monitoring of performance.
- Program development and implementation for grant programs
- Administration of human service grants and programs
- Program monitoring and field visits.
- Develops, plans, and manages programs, projects, and policy areas resulting in a major impact on the community.
- Determines and monitors grant deliverables and timelines according to grant terms and conditions.
- Works on the development and implementation of new grants, agreements, deliverables, procedures, techniques, and methods to adjust to the changing requirements of on-going programs.
- Maintains a high level of awareness regarding the life cycle of all grants and assures that they are closed, replaced, or extended according to business needs and grant terms.
- Communicates with all relevant parties to provide visibility, awareness, and initiation of grant awards.
- Acts as an intermediary between stakeholders and the Grants Section/Programs Division on grant matters.
- Supports procedures for grants management in compliance with laws, rules, regulations, and general grant principles.
- Monitors financial obligations of grants for appropriate spend down and utilization.
- Participates in the resolution of critical and difficult problems or issues.
- Investigates and defines problem areas, conducts studies and prepares reports recommending solutions or course of action.
- Coordinates special grants projects that may range from program planning, budget preparation, research, and public relations.
