**Duties**:
The National Intelligence Council (NIC) consists of the most senior intelligence analysts supporting the Director of National Intelligence (DNI) in carrying out responsibilities as the head of the Intelligence Community (IC) and as the principal adviser to the President for intelligence matters related to national security. The NIC produces a variety of all-source, IC coordinated intelligence reports, including its flagship product, the National Intelligence Estimate, which represents the Intelligence Community's most authoritative statement on a key national security issue.

Drive, lead, and manage the production of Community-coordinated strategic analysis on Terrorism, including short and long-term assessments.

Collaborate with senior policymakers to identify and prioritize key intelligence questions and priorities to guide national-level intelligence analysis.

Regularly author assessments of critical Terrorism issues for the President, DNI and other senior policy makers.

Develop and sustain a professional network with analysts and analytic managers across the IC to ensure timely and appropriate intelligence support to policy customers regarding Counterintelligence issues.

Brief senior IC members, policy makers, military decisionmakers, members of Congress, and other major stakeholders as necessary on the Terrorism Issues.

Engage across the IC to identify intelligence gaps, craft strategies to address gaps, and advise the DNI on shortfall in analytic capabilities across the IC.

Serve as a member of the NIC Council, sharing insights, and contributing to cross-cutting projects.

Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.

**Requirements**:
**Conditions of Employment**:

- Must be a U.S. Citizen residing in the United States
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.

**Qualifications**:
**Mandatory Requirements**:
Recognized expertise on Terrorism and knowledge of the IC's Terrorism regional analytic community, and collection issues sufficient to lead the IC's analytic production and identity collection requirements.
- Proven ability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical issues.
- Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects.
- Expert leadership and managerial capabilities, including the ability to effectively direct tasking, assess and manage performance, and support personal and professional development of all levels of personnel.
- Proven to work with and fairly represent the IC when analytic views differ among agencies.
- Excellent communication skills, including the ability to give oral presentation and to otherwise represent the NIC interagency meetings.
- Proven critical thinking skills and the ability to prepare finished intelligence assessments and other written products with an emphasis on clear organization, concise, and logical presentation.
- Exceptional writing and editing skills to produce camera ready drafts for senior review.
- Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas.
- **Desired Requirements**:
Master's degree or equivalent experience as determined by mission specialty area.
- Superior ability to build and expand analytic programs and outside engagement in areas of emerging policy priority, such as atrocities terrorism.

**Salary Determination**:
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

**Relocation Expenses**: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
