The Association of Bay Area Governments and the Metropolitan Transportation Commission offer regional-scale energy programs and services focused on energy efficiency and energy management.

ABAG Publicly Owned Energy Resources (ABAG POWER) is a program of ABAG formed in 1998 to provide leadership in energy management and aggregated procurement. POWER offers both natural gas and renewable natural gas purchasing programs, and currently serves nearly 60 public agencies. The goals of ABAG POWER are to provide price stability and cost savings. To achieve these goals, staff conduct pooled purchasing and provide in-house billing and customer service, including analysis of usage and cost, invoice processing, and related energy management services.

In addition to POWER, the Energy Section administers the nine county Bay Area Regional Energy Network (BayREN). BayREN designs and implements effective energy saving programs, and draws on the expertise, experience and proven track record of Bay Area local governments to develop and administer successful regional and local climate, resource, and sustainability programs.

This position will primarily serve as the lead for the ABAG POWER program. The incumbent will perform professional program management, program coordination and evaluation activities within assigned areas. This position is expected to independently perform the majority of the scope of assigned duties including:

- Preparation of board packets and running the POWER Board meetings.
- Effective communications with Executive Board members and general Board members.
- Development and implementation of strategic plan and goals for the program.
- Contract management.
- POWER Budget development and oversight.
- Managing invoicing process to members.
- Negotiating and purchasing natural gas purchases.
- Staying current on market trends to make informed purchasing decisions.
- Ensuring timely compliance with all reporting and regulatory requirements imposed on a CTA (CA, US, Canada).
- Timely reporting to section director any program issues.
- Keeping the section director up to date on progress of the program, implementation of new strategies, etc..
- Ensuring exceptional customer service.
- Researching grant funding opportunities.
- Supervisory duties to other Energy staff.

Additionally, the position will assist other professional staff members, supervisors, or managers as assigned, provide leadership to other professional staff on specific programs, represent ABAG POWER before a variety of groups, agencies, organizations, and the public; and perform other related duties as required.
**_Supervision Received/Exercised:_**
Receives direction from the Energy Section Director. Exercises direct and indirect supervision over assigned staff.
**All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.**
