The Director of Clinical Services reports directly to the CEO but works in close collaboration
with all departments. The Director of Clinical Services is responsible for the overall quality and
compliance of services across all programs. This critical role ensures Phoenix Behavioral
Health’s commitment to excellence in delivering quality services by overseeing the efficacy of
the overall program services, attaining the utmost standards in customer satisfaction, supporting
the best customer outcomes, and maintaining all state and regulatory standards. This role also
supports ongoing development of group curriculum as well as providing skill building and
training needed based on concurrent chart reviews.

This position continually collaborates with the direct care staff regarding assessments, treatment
planning, chart/documentation reviews supporting Phoenix providers with clinical best practices.
The Director of Clinical Services must possess strong communication and collaboration skills,
foster a culture of continuous quality improvement, and work effectively with interdisciplinary
teams to uphold the highest standards of quality, safety, and patient-centered care.

This position is required to travel locally between two sites in Ewing, NJ and Cherry Hill, NJ.

Duties/Responsibilities:

- Monitor and evaluate the quality of care provided to consumers and implement

improvements as needed by completing apx. 10% of qualitative and quantitative chart

audits on a monthly basis.
- Provide ongoing training (group or 1:1) and skill building to clinical staff as a result of

chart audit deficiencies
- Review group curriculum on a quarterly basis, make adjustments based on client

satisfaction surveys and feedback, industry trends, etc..
- Develop and implement clinical policies and procedures to ensure compliance with

regulatory standards and best practices
- Responsible for overseeing the delivery of quality and culturally responsive clinical

services to all consumers.
- Monitor clinical records and other documentation to make sure they are current and

adhere to state and federal laws/regulations
- Collaborate with other departments to ensure seamless consumer care and efficient

operations with an emphasis on positive satisfaction.
- Stay up to date with industry trends and best practices to ensure our organization remains

at the forefront of healthcare delivery
- Provide clinical onboarding for new therapists
- Observe (first hand) workflow and process of a client's journey from assessment to

discharge.
- Work collaboratively with the Executive Director to determine the best course of action

when dealing with performance issues. The Executive Director should be driving

performance related issues with their direct reports.
- Focus on improving the client experience as well as maximizing client benefit from

services as evident in higher scores from patient satisfaction surveys.
- Prepare for and participate in surveys, inspections, and audits.
- Determines medical necessity and appropriate level of care using evidence-based criteria

across inpatient, outpatient, and intensive services
- Maintains accurate tracking systems for quality assurance activities, utilization review

decisions, and outcomes
- Generates data reports and analyzes utilization trends and quality metrics to support

performance improvement
- Attends key meetings as assigned and reports on data/metrics as identified.
- Other duties as assigned.

Required Skills/Abilities:

- Proactive, ability to problem-solve, critical thinking, systems oriented, and ability to

communicate effectively with internal and external customers are highly desired
- Experience and knowledge of regulatory and accrediting bodies (TJC, DMHAS, DOH)
- Proficient in ASAM and LOCUS
- Knowledge of industry standards (PHP, Partial Care, & IOP)
- Understanding of the disease model of addiction and evidence-based treatment
- Knowledge of relevant legal, regulatory, and ethical standards
- Excellent leadership and interpersonal skills; judgment; and decision-making ability
- Familiarity with DSM 5 and ASAM Dimensions and level of care criteria
- Familiarity with commercial insurance, managed medicaid, and New Jersey Medicaid.
- Outstanding written and verbal communication skills
- Ability to maintain emotional stability to cope with human suffering, emergencies, and

other stress.
- Management ability to plan, prioritize, control, and evaluate at a level sufficient to ensure

the efficiency, effectiveness
- Effective communications and interpersonal relationships with co-workers and staff
- Resourcefulness, initiative, and the ability to work with mínimal direction and

supervision

Education and Experience:

- Master’s Degree in Social Work, Counseling, or related field (required)
- Clinical licensure LCSW, LPC, LCADC (preferred)
- 3-5 year’s experience within a healthcare setting
- Supervisory experience preferred (CCS/ACS)
- Reliable transportation (required)
