This position is located in the Department of Buildings (DOB), Office of the Director, Office of Legislative Affairs. DOB is responsible for regulating construction activity in the District of Columbia. The agency operates a consolidated permit operations division, reviews all construction documents to ensure compliance with building codes and zoning regulations, and has inspection and oversight authority, through which construction activity, building systems, and rental housing establishments are inspected, with violations cited and, if necessary, abatement pursued within the limits of the law.

Incumbent is responsible for providing expert legislative advice, research, and coordinative assistance to the Director of Legislative Affairs pertinent to intergovernmental legislative affairs and related issues on matters pertaining to legislative development and implementation. Incumbent also provides technical assistance related to the tracking and monitoring of legislation and rulemaking; drafting, establishing, or amending legislation; the writing of required rulemaking; and the development of strategic plans.

**Duties and Responsibilities**

Incumbent participates in the development of department strategic plans for legislation; reviews, drafts and facilitates the enactment of proposed agency legislation and rulemakings; monitors and tracks legislation and rulemaking; tracks legislative sessions, markups, and various other hearings on D.C. Council. Reviews new and amendatory legislation for its applicability to DOB operations. Reviews current laws and regulations governing the agency's licensing, permitting, inspections, and enforcement responsibilities for the purpose of recommending proposed legislative and regulatory changes, as appropriate. Completes special projects and assignments which facilitate important policy decisions, as well as policy development, formulation, and implementation. Assures research, compilation and preparation of all information, materials, documents, and reports for all projects and assignments. Coordinates or assists in coordinating pertinent matters and the flow of information documents between DOB, Federal, District agencies/departments, and the D.C. Council as appropriate, concerning specific regulatory or legislative assignments. Assists with Hearing preparation, including drafting, and editing of testimony, tracking hot button issues before the hearing, preparing senior leadership to testify, managing the coordination of getbacks after the hearing, and preparing a memo for senior leadership summarizing the key points of each hearing.

Analyzes and evaluates the effectiveness of current and projected legislation and regulations, as they relate to the achievement of the agency's or administration's stated objectives. Recommends and develops changes in program activities, operations, objectives, and resource utilization, to resolve problems and ensure agency compliance with governing legislation/regulations. Interfaces and coordinates with the appropriate agency and personnel, as necessary to have proposed legislation and regulations certified for publication. Coordinates, as appropriate or requested, on the publication of regulations in the D.C. Register and on the promulgation of proposed legislation. Assists in the development of procedures and processes to effectively evaluate problems and issues relating to legislative issues and offers alternative solutions to problems and concerns. Provides the development of requests or required reports which ensure the tracking and filing of legislation and regulations handled by the office and prepares position papers on pending city and federal legislation as directed. Maintains all Legislative reviews, writings, and reports on members of the D.C. Council and tracks all Council activity.

**Qualifications and Education**

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
