This position is located in DC Health, Office of the Director. The mission of DC Health is to promote health, wellness, and equity, across the District, and to protect the safety of residents, visitors and those doing business in the Nation’s Capital.

**Duties and Responsibilities**

The incumbent of this position serves as the Supervisory Legislative Affairs Specialist and is responsible for planning, developing and coordinating a wide range of assignments relative to legislative and policy inquires, with full responsibility for supervising staff. The incumbent acts as the principal advisor the Director, Chief of Staff and Executive Team on issues and matters related to legislation, policy development and implementation, and requests from the Council of the District of Columbia and the Executive Office of the Mayor. The incumbent builds and maintains partnerships with District, Federal Government, and community to advance DC Health’s agenda. The incumbent coordinates and analyzes the development of new legislation, tracks District and Federal legislation, and works closely with DC Health leadership to advocate for the agency and public health in the District.

**Qualifications and Education**

Individual must possess at least one (1) year of specialized experience equivalent to the grade 13 level. Specialized experience is work which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

Graduation from an accredited four-year college or university with a bachelor’s degree in Public Health or Social Work or closely related field is preferred

Work is performed in an office setting. May require occasional travel.

**Duration of Appointment**: Management Supervisory Service “At-Will” - Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

**Pay Plan, Series and Grade**: MS-0301-14

**Collective Bargaining Agreement**: This position is not in the collective bargaining unit.

**Position Designation**

**Emergency Designation**

This position has been designated as Emergency.

Employees occupying positions designated as Emergency are required to:

- Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
- Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
- Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
- Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
- Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
