**Main Purpose of Role**:
Under the supervision of the Assistant State Court Administrator and Senior Government Relations and Public Affairs Officer, the Government Relations Specialist serves as the Judiciary's liaison to advance the Judiciary?s position; Participate in meetings with high level public policy officials from all branches of government and the private sector; Contribute to strategy development with management within the Government Relations and Public Affairs Division, the legislative committee, Judiciary leadership and elected and appointed government officials; Research and draft remarks for leadership; actively research items in all state, national and international news media; Manage and track fiscal notes, analyze fiscal, legal and policy implications of a large number of bills and amendments introduced as part of each legislative session, identifying those that might affect the Judiciary and evaluating potential impact; Track and review proposed legislation, write bill summaries and policy briefs; Work with staff to gather information about impact of proposed legislation and other policies;
Draft position papers on bills, explaining potential impact of legislation on policies and operations of the Judiciary; Attend, monitor, and report information from legislative hearings, House and Senate floor proceedings, and relevant State agency hearings; Conduct analysis and research and compile data on legislation and policy issues to assist in determining Judiciary's position on legislation; Serve as point of contact for the Government Relations and Public Affairs Division, manage communication with other departments within Judiciary;
Schedule appointments, handle travel arrangements and expenses; Conduct comprehensive research on assigned public policy topics using multiple resources; Build relationships with administrative staff, key legislators, and allied organizations in order to collaborate and expand the ways the Judiciary can work to develop stronger public policy; Assist the Community Relations Specialist in educating the public about the Judiciary.

**Education**:Bachelor?s degree from an accredited college or university.

**Experience**:Three (3) years of professional legislative, government relations, or public policy work experience.

**Note**:Professional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

**Knowledge, Skills, and Abilities**:
Knowledge of the Maryland legislative process

Knowledge of general legal concepts

Knowledge of government and all aspects of the Judiciary

Knowledge of ethics and acceptable lobbying practices

Knowledge of current events, political, social and economic trends

Written and oral communication skills in order to articulate the Judiciary?s position

Planning and organizational skills, including managing multiple changing priorities

Interpersonal skills

Exceptional problem-solving skills, especially in handling of confidential, sensitive, or controversial issues

Ability to maintain a high degree of discretion and judgment
