**DESCRIPTION**

The City of Long Beach, Department of Health and Human Services has an immediate opening for a full-time, unclassified, at-will Community Program Specialist III in the Physician Services Bureau's Clinical Services Division. The Community Program Specialist III reports to the Public Health Professional II. This position will perform a wide variety of grant billing and invoicing work for the Enhancing STI and Sexual Health Clinic Infrastructure (ESSHCI) program as well as other financial and administrative operations of the bureau. The CPS III will develop, compile, and conduct analysis of current financial chart of accounts and recommend actions that align goals and other departmental needs. The position will work with management and lead staff to support auditing efforts, MOU development and contract year end closing. This position is located at the Main Health Department, 2525 Grand Avenue, Long Beach, CA 90815.

**EXAMPLES OF DUTIES**
- Oversees fiscal requirements, prepares grant budgets, client data, and other grant program documents;
- Develops, compiles, and analyzes program data and make recommendations to improve fiscal performance;
- Performs research and analysis for grant-funded programs;
- Fosters and maintains relationships and serve as liaison with stakeholders and various vendors;
- Monitors program expenditures, identifying opportunities with program budget for cost savings or reimbursement revenue maximization;
- Prepares and monitors the performance of budgets in a variety of funds and grants including verification of monthly labor reports and expenditures;
- Prepares and reviews invoices/billings for various grants and validates expenditures for all grant programs;
- Completes invoices/billing including all supporting documents and ensure invoices/billing are submitted in a timely manner;
- Reviews account balances, completes financial monthly and year-end reconciliation and performs revenue allocations;
- Monitors grant fund expenditures to maximize the utilization of the funding for achieving the goals and objectives;
- Assists with Request for Proposals (RFPs) and contracting for vendors, subcontractors, and other agencies as needed;
- Assists with special projects for the operation of the bureau; and,
- Performs other related duties as assigned.

**REQUIREMENTS TO FILE**

**MINIMUM REQUIREMENTS**:

- Bachelor's Degree in Public Health, Business Administration or closely related field **(Proof of education required).**:

- Professional experience beyond the minimum qualifications may be substituted for the required education on a year-for-year basis.
- Two (2) years of professional experience working in grants administration, budgets or purchasing.
- A Master’s Degree in Public Health, Business Administration or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience. **(Proof of education required)**.
- Valid motor vehicle operator license.
- Required to obtain a California motor vehicle operator license within 6 months if out of state. DMV K4 driver license information report printout required during onboarding for California residents.
- Willingness to work overtime, weekends, and evenings.
- Ability to:

- Learn, interpret, retain, and communicate technical and complex information, terminology, policies and procedures related to grant programs and compliance.
- Research and analyze data using a systematic and logical approach.
- Communicate clearly and concisely, both orally and in writing.
- Understand and follow oral and written instructions and procedures.
- Maintain accurate records and files.
- Work independently and/or as part of a team.
- Work effectively with a wide variety of people by consistently exercising tact, good judgment and a pro-active, problem-solving focused communication style.
- Type and enter data accurately.

**DESIRABLE QUALIFICATIONS**:

- Experience working with Tyler Munis and/or Simpler.
