The Quality Assurance Specialist will design and implement quality improvement program objectives; ensures program efficiency and effectiveness; examines unemployment laws, policies, and procedures; interviews and observes UI staff to assess and evaluate internal controls; identifies flawed integrity processes and provides feedback for correction with in requested completion deadlines to prevent non-compliance. position is in the Office of Compliance and Independent Monitoring (OCIM), Department of Employment Services. OCIM, is charged with monitoring program performance, conducting regular and routine audit and reviews, specific to program operations and fiscal accountability to provide sound independent advice/recommendations to management regarding areas of risk and accountability for immediate corrective action.

**Duties and Responsibilities**

Incumbent works under the general direction of the Associate Director, Office of Compliance, and Independent Monitoring Division. Assignments are generated by the statutory provisions of the District of Columbia Unemployment Compensation Act, ongoing Unemployment Insurance program standards established by the United States Department of Labor, special goals and projects as designated by the Associate Director or developed by the incumbent, and by other program objectives resulting from changes in law and operational requirements. Incumbent acts as a team lead and provides technical assistance. Primarily responsible for designs and implements quality improvement program objectives; ensures program efficiency and effectiveness; examines unemployment laws, policies, and procedures; interviews and observes UI staff to assess and evaluate internal controls; identifies flawed integrity processes and provides feedback for correction within requested completion deadlines to prevent non-compliance.

Selects, reviews, and analyzes samples of tax and benefits activity; provides input to data processing staff in development and modification of automated UI system; gathers and consolidates statistical information for U.S. Department of Labor. Identifies and determines causes of deficiencies and inaccuracies; compiles, analyzes, and collates data, in preparing periodic, special project, and annual written reports; prepares and submits weekly, quarterly and annual report of findings, conclusions, and recommendations for submission to meet regional and national Department of Labor office requirements; ensures reports are reported on schedule to maintain compliance guidelines to remain in good standing with national reporting requirements.

**Qualifications and Education**
- Undergraduate and Graduate Education:_ Major study - quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, têxtiles, or other fields related to the position.

OR

Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.

In addition, Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

**Collective Bargaining Unit**: This position is not covered under collective bargaining.

**Residency Preference**: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
