Children’s Services of Roxbury (CSR) is one of Massachusetts’ largest Black-led nonprofits, serving over 6,000 of the Commonwealth’s most vulnerable children and parents of color each year in communities across the state. CSR’s mission is to bring peace of mind to families across Massachusetts, providing housing for homeless families, culturally attuned behavioral health services, foster care for abused and neglected children, affordable childcare for homeless children, and youth development programs. SUMMARY:
The lack of adequate, affordable housing destabilizes economically-disadvantaged adults and families. CSR’s Housing and Stabilization Services staff is committed to addressing the needs of individuals and families struggling with homelessness, by providing permanent or temporary shelter along with food and clothing. Our safe, secure, and nurturing environments help families and individuals regain their self-esteem, develop life skills and financial independence, while remaining healthy and connected to their communities.

The Shelter Case and Placement Manager (CPM) will collaborate with families residing in various shelter settings (congregate, co-shelter, scattered site, and/or hotel) to facilitate obtaining safe housing as quickly as possible. Employing a strength-based and person-centered approach, the CPM will evaluate and mitigate both the strengths

and barriers affecting housing acquisition, devising strategies to assist each family in transitioning out of homelessness and into a safe housing solution. This role is pivotal in aligning efforts with family and departmental objectives, aiming to foster lasting housing stability and well-being.

- Empathetic Support: Assess families' immediate basic needs, including safety, food, health, and childcare, and provide compassionate support to ensure a safe and healthy shelter environment.
- Empowerment: Empower families to take an active role in their housing search and decision-making process, fostering independence and self-determination while recognizing and responding to the impact of trauma on families experiencing homelessness.
- Housing Navigation: Guide families through the complexities of the housing market while focusing on increasing income to help them achieve housing stability.
- Rehousing Planning: Collaborate with each head of household to develop initial rehousing plans in accordance with Executive Office of Housing and Livable Communities (EOHLC) requirements. Conduct monthly reviews and quarterly updates.
- Documentation: Collect and upload into a database necessary documentation upon intake, such as CORI, credit history, birth certificates, social security cards, identification, income verification, passports, green cards, and proof of residency.
- Accompaniment: Accompany families to apartment viewings and housing-related appointments, providing support and advocacy as needed.
- Interventions and Referrals: Provide interventions, referrals, and crisis management as needed, adhering to shelter policies. This is a “mandated reporter” position and would require reporting signs and concerns about child abuse/neglect to the supervisor. Facilitate referrals to various resources such as Behavioral Health, Health and Wellness, Child Care, WIC, SNAP, Cash benefits, DCF, local agencies, domestic violence, and substance abuse programs.
- Compliance: Enforce state and shelter policies/procedures and address non-compliances as necessary.
- Inspections and Maintenance: Conduct weekly shelter unit inspections to ensure family has safe and healthy living conditions.
