**Duties**:
**ABOUT THE **POSITION**

Builds partnerships with private organizations and professional associations. Oversees the development and execution of interagency and intradepartmental agreements and monitors performance and outcomes. Works with state and federal intergovernmental systems and understands how to maximize such systems to promote administrative priorities.

**Qualifications**:
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.- **Fundamental Competencies**:Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.
- **Executive Core Qualifications (ECQs)**:

- **Mandatory Technical Qualifications (MTQs)**

This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role.
- **1. **Demonstrated knowledge and interpretation of laws and experience developing policies related to the implementation of programs under the Trafficking Victims Protection Act and its reauthorizations, as well as other relevant federal legislation to certify and/or determine the eligibility for services and ongoing assistance for victims of trafficking.
- **2. **Ability to lead high profile national outreach strategies, launch interagency initiatives, and create partnerships with representatives from the public, private, and non-profit sectors to prevent human trafficking and create awareness and coordination of services in support of victims of trafficking. Expert knowledge of international and domestic trafficking trends and route causes.
- **3.**Expert experience developing and implementing policy, researching and building initiatives, and using data to drive informed decisions making and support effective program management to provide assistance to victims of trafficking. Significant experience evaluating anti-trafficking initiatives.
- **4. **Demonstrated in-depth program grant and contract oversight experience that provide supporting services and assistance to victims of trafficking, including budgetary and fiscal management, monitoring and compliance, and performance evaluation.
