USS is seeking a **Quality Manager** (PHSF) **to provide support at **the Presidential fleet at NAS Patuxent River Md**. Contractor support is required for the VH-92A, VH-3D, VH-60N, test aircraft and other aircraft. Contractor performance includes but is not limited to flight operations support; O, I and D-level aircraft maintenance; aircraft and component overhaul and repair; technical and engineering support; modification kit development, management and installation; aircraft acceptance and transfer inspections; technical directive incorporation; bulletin compliance; and Planned Maintenance Interval (PMI) for VH-92A aircraft.

**Please note: This position is contingent on the contract awarded to PKL Services. The period of Performance will be 5 years and is expected to start in November 2024.**

**Duties and Responsibilities**

**Quality Manager** coordinates with Government and Contractor senior management to maintain Quality Assurance and safety programs IAW policies, processes, procedures and controls:

- Manages the Contractor Aircraft Quality Control Inspectors.
- Manages the quality and safety programs to ensure compliance under the contract.
- Conducts quality and safety inspections/audits of the contract operations and sub-contractors.
- Develops Quality Assurance/Safety/Hazardous Waste programs, manuals and revisions.
- Conducts research, develops corrective action alternatives and tracks responses for problem areas identified in internal and customer audit findings.
- Acts as a direct representative to the local Navy point of contact.
- Monitors the weight and balance, FOD, Calibration, nondestructive testing, corrosion prevention, tool control, and ground safety programs along with other programs assigned.
- Manages the inspection branch, including inspection requirements, trend analysis, technical order publication library, maintenance training programs, and functional check flight programs.
- Provides guidance and direction to achieve compliance with all applicable safety and quality standards.
- Provides leadership and knowledge to staff members and teams as necessary.
- Develops staff and methodology to fulfill duties and communicates program metrics as needed.
- Maintains awareness of regulatory changes and disseminates safety-related bulletins, technical changes and literature to work site personnel.
- Investigates mishaps and injuries. Oversees Technical Library.
- Ensures compliance with company programs, Federal Aviation Administration (FAA), and Government directives.
- Ensures Airworthiness Directive compliance and aircraft configuration.
- Ensures modification and maintenance activities are conducted utilizing applicable documents.
- Monitors quality deficiencies and coordinates corrective actions

**Experience**:

- At least ten (10) years of experience in **any combination** of the following areas:

- Quality Assurance/Improvement
- ISO-9000
- Safety & Environmental Compliance.
- Experience must be within the last five years.
- At least two (2) years Management experience preferred.
- Rotary Wing Aircraft experience required. S-92, VH-92A, VH-3D, and VH-60N helicopter experience preferred.
- Excellent oral and written communication skills.
- Working knowledge of project planning.
- Proven leadership and management ability.
- In depth knowledge of quality management, concepts, techniques, tools, and procedures.
- Demonstrated knowledge of Naval aircraft logs and records.
- Shall have sufficient knowledge and experience to effectively assume responsibility for the overall quality of the Contractor’s maintenance effort in accordance with NAVAIRINST 3710.1 and CNAFINST 4790.2 series.

**Education Requirement**:

- Bachelor’s degree in a Business or Management discipline from an accredited college or university.

Allowable Education Substitution:

- Associate degree plus four (4) years additional work experience performing duties detailed above may be substituted for a bachelor’s degree.

Or
- Eight (8) years additional work experience performing duties detailed above may be substituted for a bachelor’s degree.

**Other Requirements**:

- Top Secret (TS) U.S. Security Clearance. Must be eligible for a Yankee White (YW) U.S. Security Clearance. Only US citizens eligible for this position.
- Individuals released from Military Service with other than “Honorable Discharge” do not meet minimum qualifications.
- CONUS and OCONUS travel may occasionally be required.

**Physical Demands and Work Environment**
- This position requires normal physical functions.
- Ability to both sit and stand for long periods of time.
- Ability to perform repetitive motion (keyboarding, 10-key).
- Work may require frequent bending, reaching, and climbing.
