Under the direction of the Division Chief of Operations/EMS, The Medical Services Officer assists in planning, coordinating, monitoring, and evaluating the San Marcos Fire Department Emergency Medical Services (EMS) Program; oversees and administers the EMS Quality Assurance/Quality Improvement (QA/QI) Program and EMS Education Program; ensures program compliance with pertinent federal, state, and local priorities, mandates, objectives, laws, guidelines, and regulations; performs a variety of technical and administrative work in support of assigned programs, including serving as liaison to, coordinating with, and providing assistance to other divisions, departments, and outside agencies; and functions as technical expert on medical and EMS issues.

- Anticipated start date is Tuesday July 29, 2024.**REPRESENTATIVE DUTIES**:

- The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices._

Assists Division Chief of Operations/EMS with planning, coordinating, monitoring, and evaluating the San Marcos Fire Department EMS program, including paramedic and pre-hospital care system.

Assists in developing program objectives; recommends and implements policies, procedures, and operating standards related to the paramedic and EMS programs; regularly participates in department and/or fire chief staff meetings; develops policies and procedures for improved services.

Monitors program operation and personnel for compliance with state and local laws and regulations; evaluates legislation that impacts the EMS program.

Reviews, monitors, and revises Continuing Education course content to ensure employees meet state and national requirements; conducts and/or schedules and coordinates training.

Trains, evaluates, and motivates paramedic and EMT personnel; performs routine and special evaluations of personnel in classroom, clinical, and field settings to ensure performance standards are met; provides input regarding performance evaluation of personnel.

Serves as Chair of the San Marcos Fire Department EMS Committee; responsible for scheduling the quarterly EMS Committee meetings; oversees and coordinates with all EMS functional area managers.

Coordinates and facilitates vaccinations, mandated immunization programs, and communicable disease testing. Provides vaccinations for department personnel.

Investigates complaints and inquiries relating to the pre-hospital care system and recommends corrective action to improve service and prevent future occurrences.

Evaluates, coordinates, and monitors quality assurance issues; designs and implements continuous quality improvement mechanisms.

Performs liaison functions with other city, county, state, and federal agencies; develops effective working relationships with health services and public safety agencies related to or affected by program operations; represents the department on all statewide and county EMS activities; chairs or participates in various inter/intra departmental EMS activities.

Researches, prepares, and presents various reports and public presentations related to EMS and paramedic programs.

Directs, assigns, and monitors the work of assigned staff members; evaluates work performance according to standards and recommends and implements appropriate corrective actions as necessary.

Responds to Emergency Operations Center during disaster/emergency situations.

May respond to field incidents when required.

Functions as federally mandated “Designated Infectious Control Officer - DICO” for communicable disease and bloodborne pathogen exposures.

Performs other related duties as assigned.

Performs emergency or disaster-related duties as assigned by the Fire Chief.

**Supervision**:
Supervision is received from the Division Chief of Operations/EMS.
