**Job Duties**
- The Department of Education seeks a Virginia Literacy Act (VLA) Implementation Coordinator to provide leadership, highly specialized professional, technical and analytical information, and assistance to facilitate the implementation of the VLA. This position will provide an analysis of the VLA legislation to ensure state and division level implementation alignment, ensure that divisions are implementing the components of the VLA through approved Division Literacy Plans and will work with external partners to develop, administer, and implement projects that impact statewide literacy/reading achievement of students in K-8.
Specific duties include:

- Engaging with stakeholders at the division and state level ensuring adherence to requirements.
- Partnering and maintaining positive relationships with contracted entities, including the VA Literacy Partnership.
- Acting as liaison for the Department and other entities, including Virginia Literacy Partnership on all items related to MOAs and contractual obligations.
- Managing complex stakeholder engagement.
- Analyzing VLA legislation and recommend solutions to address the requirements of the Act.
- Developing literacy presentations and communications to divisions for successful implementation of the Act.
- Serving as lead for all VLA communications, including regular literacy act implementation updates.
- Developing and utilizing tracking systems for VLA questions from the field and responses that are provided for consistent messaging.
- Developing and maintaining FAQ documents.
- Developing a process for review and approval of Division Literacy Plans.
- Will plan for long-term implementation strategies, including DLP template; guidance documents; core, supplemental and intervention materials review cycles; and changes in practice based on data.
- Manages HQIM/Literacy support provided from contracted entities.
- Developing, administering, and implementing projects, professional development, and activities and services that impact statewide literacy/reading achievement of students in K-8.
- Overseeing the Science of Reading Microcredential course.
- Working with schools and divisions to change practices in literacy instruction for improved student literacy outcomes.
- Supporting divisions on the successful implementation of HQIM literacy resources.
- Developing plans for assessing implementation of the VLA, including data from professional development, HQIM/literacy implementation supports provided to divisions, division literacy plans, student literacy achievement, and other data points
- **Minimum Qualifications**
- Comprehensive knowledge of the requirements of the Virginia Literacy Act.
- Comprehensive knowledge of current efforts to implement VLA across the Commonwealth.
- Comprehensive knowledge of science-based reading research and evidence-based literacy instruction, reading and literacy strategies and early literacy programing.
- Comprehensive knowledge of the English Standards of Learning and the relationship to the VLA, local school divisions, state and local government policies and procedures, and state agency functions.
- Strong written and verbal communication skills, with the ability to present well and manage stakeholder engagement.
- Demonstrated abilities in developing needs assessments, long-range planning, resource allocation, project management, federal and state policies, regulations, and national and state content standards.
- Ability to assess and measure implementation impact through division and state level data.
- Ability to manage complex partnerships including memoranda of understanding, partnership agreements, and contractual obligations.
- Demonstrated skills in using technological information systems and personal computers to facilitate completion of assigned tasks, including data analysis.
- Ability to communicate clearly, to manage time and workload, and to work collaboratively with other staff members.
