**Introduction**:
The Wisconsin Department of Children and Families (DCF), Division of Safety and Permanence, Bureau of Permanence and Out-of-Home Care is currently recruiting to fill **three (3) Program and Policy Analyst Advanced** positions: Adoptions Program and Policy Analyst, Medicaid Specialist, and Adoptions Assistance Specialist. This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. **Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.**

**Position Summary**:
These positions support the programmatic responsibilities of the section relating to implementation and ongoing administration of the adoption related programming in the Division of Safety and Permanence. These positions support the following functions:

- Administration of Adoption Assistance and Medicaid eligibility for Foster Care, Subsidized Guardianship, Interstate Compact on the Placement of Children (ICPC), and Interstate Compact on Adoption and Medical Assistance (ICAMA) programs.
- Development of policies and procedures designed to support recruitment efforts, Public Adoption, adoptive families, and post-permanency programming and services.
- Policy and procedural analysis, development, support, and recommendations within the section to ensure the highest quality services for Wisconsin’s children and families.

The position will support the Section by assisting with new initiatives, working collaboratively with key stakeholders across the state system, local child welfare agencies, and public stated agencies, providing training, technical assistance and support to county, tribal, public, and private child welfare agencies and adoptive families.

**Salary Information**:
The classification title for this position is Program and Policy Analyst-Advanced. The starting salary is between $26.34 and $38.48 per hour ($54,787 and $80,038 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment.** Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.**

The pay schedule/range is 07-03. A one-year probationary period may be required.

**Job Details**:

The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.**

**Qualifications**:
**Minimally qualified applicants will have**:

- Experience interpreting, analyzing, and/or implementing federal and/or state statute, administrative code, policies and/or procedures, such as Foster Care, Adoption Assistance, and Medicaid
- Experience working with evaluation strategies (including implementation, data collection and analysis specific to child welfare)
- Experience working with data systems including eWiSACWIS, ForwardHealth, and/or other comparable systems

**Well-qualified applicants will have**:

- Experience working with a wide range of internal and external stakeholders (staff, contractors, vendors, etc.)
- Experience working with principles of planning and analysis (managing program requirements, conducting studies, maintaining deadlines, etc.)
- Experience working within the out-of-home care system (adoption, permanency planning, kinship care, guardianship and long-term care, etc.) or professional experience in child welfare or another related human services field with direct ties to child welfare
