Climate and Federal Infrastructure Grants

**What you will achieve**:
- Win climate, energy, and infrastructure grants from federal and State sources on behalf of Montgomery County Government. This includes funding from the Inflation Reduction and Infrastructure and Investment Jobs Acts. Deliver clear messages to diverse audiences
- even when the information is complex.
- Connect Montgomery County’s Climate Action Plan with grants. The County plans to reduce its greenhouse gas emissions by 80% in 2027 and 100% by 2035. This position will help achieve that goal
- Foster a spirit of teamwork with department grant teams when navigating County processes.
This is a TERM position scheduled to end May 1, 2028. Continued employment in this position is contingent upon renewal of term.
**About the **Office of Grants Management **(OGM)**:
Created in 2023, OGM is a new office in Montgomery County Government. It comprises two separate teams: Outgoing Grants and Incoming Grants.

**What you will be doing**:
Help both departments and multi-stakeholder teams navigate County grant processes:
- Compile documentation for appropriate County approvals and ultimate submission of grants.
- Provide assistance navigating County grant procedures.
- Help Departments understand Federal, State, and other outside funding requirements.
- Serve as navigator to departments for approval processes and timelines.
- When working with a cross-departmental group, establish the recipient department that will manage the grant.
- Support departments in “hand off” communications, meetings, roles, and responsibilities, etc.
- Assist departments choose grant opportunities they should pursue. This may require facilitation across multiple County stakeholders.
- Coordinate with contracted grant writers.
Other duties as assigned. Some examples include:
- Develop an understanding of the Climate Action Plan and the County’s operations. This includes topics such as clean energy, green fleets, and efficient buildings. This understanding would assist departments in recognizing potential grant opportunities.
- Develop process documents necessary to handoff (together with Program Manager - Incoming Grants); and
- Create compliance aids grants awarded, such as a calendar of reporting requirements.
This position will have the option of teleworking for part of the week. It also requires some in-person work, including visiting other departments at other sites.
This position requires exceptional oral and written communication skills. It also requires researching, analyzing and compiling information. Some information may be sensitive - requiring tact and discretion.
This position will work on different grant assignments at the same time and engage with various levels of staff. Examples of staff include Executive Staff, Department Directors, Program staff, and Montgomery County Nonprofits.

**Minimum Qualifications**
**Education**: Graduation from an accredited college or university with a bachelor’s degree.
**Equivalency**: An equivalent combination of education and experience may be substituted.
**Preferred Criteria**
- Experience funding large-scale multi-stakeholder climate/environmental projects with Federal Grants
- Familiarity with navigating bureaucratic systems. This means working within required constraints to manage process workflows and find ways to smooth operations.
- Project management certification (PMP, ScrumMaster, or similar).
- Experience communicating with diverse audiences using a wide variety of methods. Methods include but are not limited to written, visual, and oral communications.
