GRANTS ADMINISTRATION DIVISION

**GENERAL DESCRIPTION**:
Under direction of the Director of Finance, manages, directs, plans and organizes a variety of
programs, activities and functions including economic development, human services and various
grant-funded programs and community-strengthening initiatives; coordinates assigned activities
with other divisions, departments and outside agencies; and provides responsible staff assistance
to the Director of Finance.

**ESSENTIAL JOB FUNCTIONS**:

- Provide direct management and oversight for the City’s Community Development Block

Grant (CDBG), State Housing Initiatives Partnership (SHIP) programs, Lincoln Park
Revitalization Coordination, as well as grant-funded projects and programs initiated within
the Division.
- Direct and develop diversified community service and economic development programs and

activities to meet the needs of the public and to promote economic development and job
creation through federal, state and grant-funded initiatives.
- Programs, projects and initiatives will include but not be limited to senior citizens and

youth activities and services, job creation, job training and job placement, economic
investment, creative placemaking initiatives, small business development, marketing and
advertising, housing enhancement, multigenerational and community-wide events.
- Oversee the creation and implementation of the City’s Arts and culture Master Plan and the

creation of the Plans’ accompanying 10-Year Arts and Culture Strategic Plan.
- Lead revitalization and redevelopment efforts in the Lincoln Park neighborhood, including assisting

with the design, development and implementation of physical improvements and providing oversight
for all City-sponsored events, programs and projects within Lincoln Park.
- Collaborate with City staff to develop affordable housing strategies to address the shortfall

of decent, reasonably priced housing in Fort Pierce, which will encourage private investment
and residential growth.
- Make recommendations and participate in strategic planning to improve historic

neighborhood design, signage, traffic management, pedestrian walkability, bike connectivity
and related infrastructure.
- Supervise and participate in the development of program work plans; assign work activities

and projects; monitor workflow; review and evaluate work products, methods and
procedures.
- Recommend modifications to Grants Administration Division programs, policies, and

procedures, as appropriate.
- Participate in the coordination of media coverage and marketing of programs and activities

to maximize usage; oversee and participate in development of marketing materials including
brochures and newsletters; make presentations before civic, school, and other groups.
- Manage and assist in partnerships between the City and private recreational entrepreneurs.
- Respond to and resolve difficult and sensitive inquiries and complaints.
- Meet with individuals, community groups and school officials; evaluate program content and

the methods used in providing activities; make recommendations for areas of improvement;
implement appropriate recommendations. Participate in professional groups and
organizations as necessary.
- Respond to inquiries and requests for service from interested community groups and

citizens; respond to and resolve sensitive citizen inquiries and complaints.
- Assist in the development and administration of budgets; assist in forecasting additional

funds needed for staffing, equipment, materials and supplies; monitor the approved budget.
- Participate in recommending the appointment of personnel; provide or coordinate staff

training; establish and monitor employee performance objectives; prepare and present
employee performance reviews; work with employees to correct deficiencies; implement
discipline procedures; recommend employee terminations.
- Coordinate program activities with those of other divisions, departments and outside

agencies and organizations; prepare and present staff reports and other necessary
correspondence.
- Prepare and review public relations announcements and newsletters.
- Maintain knowledge of community needs regarding assigned services, activities and

programs.
