Shield HealthCare is looking for a **Manager, IT Development **under mínimal supervision of the IT Director, who will manage daily operations and production of the IT Development team, including departmental staff management, policies, procedures, and performance metrics.
**JOB RESPONSIBILITIES**:
- Be a positive, engaged, influential member of the IT management team in designing, developing, and implementing effective technical solutions across the organization.
- Organize and administer staff assignments while nurturing a departmental environment where partnership and helpfulness are second nature.
- Ensure applied staffing levels are commensurate with current waterfall workstream needs, including annual projects, project requests, minor enhancement requests, incident tickets, and service requests.
- Know your customers and think outside the box: Understand the operational aspects of current systems functionality to best manage requested modifications while striving to deliver solutions that exceed expectations for business efficiency and effectiveness.
- Ensure timely, efficient, effective delivery of high-quality solutions.
- Provide strong technical and design leadership across multiple concurrent projects and technologies.
- Develop, monitor, and enforce departmental policies, controls, and metrics to ensure productivity, data accuracy, code quality and security, software security, and legal and regulatory compliance.
- Be a persistent advocate for Agile methodology and metrics; work with IT management to ensure staff are trained and opportunities provided for growth of Agile development.
- Ensure training and development of departmental staff to meet future business needs.
- Partner with the IT management team to create and deliver upon the Strategic and Annual project plans.
- Manage the departmental budget to within 2%.
- Manage vendors, consultants, and hosting partners to address SHC business challenges.
- Interview, select, orient, train, reward, discipline, and/or discharge departmental personnel.
- Work collectively and collaboratively with the IT management team.
**QUALIFICATIONS**:
- 6+ years IT design / development experience, including 2 years managerial experience.
- Strong familiarity with an array of programming languages and methodologies, including C#,.NET, ERP development and customization, and other technologies.
- Experience leading complex development projects and managing technical staff.
- Superb organization, communication, written, and verbal skills.
- Proven ability to manage and help develop technical teams.
- Experience estimating technical development.
- BS/BA college degree or equivalent years of work experience
