The HPS II functions as a highly skilled, technical program consultant regularly performing duties that include lead project guidance, direction, oversight, and technical expertise and support on bridging partnerships with county mental and behavioral health departments and community-based organizations.

The HPS II works closely with other CDPH offices and external stakeholders on addressing mental health inequities and disparities for underserved populations. The incumbent engages in problem solving, conducts program research, data evaluation, and analysis on mental health disparities. The HPS II provides a high level of interaction with customers involving contract management, technical expertise, and quality assurance oversight to staff, contractors, and consultants. The technical expertise includes Budget Change Proposals, contract development and execution, and contract management.

The incumbent works under the general direction of the Health Program Manager II (HPM II), Chief of the Community Development and Engagement Section (CDES).

Desirable Qualifications
Administrative support experience in grants, contracts, budgeting, personnel, and procurement.
- Excellent interpersonal and communication skills (verbal and written).
- Possess quality improvement experience and lean practices.
- Proficient in using MS (Excel, Word, SharePoint, Visio, and PowerPoint).
- Demonstrated ability to effectively prepare and proofread written documents, including formal reports.
- Ability to exercise good judgment, work well under pressure, and meet deadlines.
- Excellent organizational and time management skills.
- Ability to work with and assist teams of multidisciplinary professional and administrative staff and analyze administrative policies, organization, procedures, and practices.
- Ability to develop and evaluate alternatives, analyze data, and present ideas and information effectively.
- Ability to communicate effectively, orally and in writing, with leadership, other state, and federal agencies, and CDPH.
