**GENERAL DEFINITION**

This is work performing a variety of administrative duties in assisting the Operations Director in the management of AOAA programs.

The employee in this position is responsible for relieving the Operations Director of a variety of administrative details. Work involves analyzing administrative operations, policies and procedures, preparing or implementing recommendations on procedural, budget or operational activities. Assignments require detailed knowledge of the functions, procedures and organization of municipal authority form of government.

Work includes public contact in accomplishing assignments and effective public relations, but emphasis in the work relates primarily to internal authority operations and services. Regular duties and special assignments are received through general instructions from the director, but work is performed with considerable initiative and independent judgment along with input and work requests from the members of the AOAA Authority.

Completed work and performance are reviewed by the Authority members for adherence to AOAA policies and procedures along with input from the Director.

This is specialized work in the maintenance of financial records and customer service. This position is part time 30-40 hours per week, weekends and holidays will be required.

**EXAMPLES OF WORK**

Studies and analyzes administrative operations and problems, prepares comprehensive reports of findings and recommendations, and assists the director in implementing new policies and programs.

Insures adherence to administrative standards or policies developed by the Authority.

Collects, interprets, analyzes, prepares and summarizes information to be used as a basis for executive action by the authority members.

Collects fees, paperwork and issues permits to users of the AOAA on an as needed and required basis to fill in for staff absences or in times of high demand.

Maintains complex financial records.

Compiles, verifies, codes and corrects computer input for the accounts payable.

Makes and reports on the condition of accounts.

Maintains work area and processes in a neat, well organized and clean manner at all times.

Assists in the compilation of figures for budget preparation and regular financial reviews of progress in comparison to the budget.

Performs other related work as required and assigned.

**REQUIRED KNOWLEDGE, SKILLS AND ABILITIES**

Thorough knowledge of the principles and practices of municipal authority administration.

Thorough knowledge of AOAA programs and operations.

Knowledge of the principles of public accounting, statistics and personnel

administration.

Knowledge of modern office management methods.

Ability to gather, assemble, correlate and analyze facts and devise solutions to

administrative problems.

Ability to plan organize and direct the work of others.

Ability to comprehend AOAA goals, objectives and operations and relate these

to administrative analysis.

Ability to develop, install and evaluate administrative policies and procedures.

Ability to exercise judgment and discretion in serving as a representative of the

AOAA Authority.

Ability to conduct correspondence, keep records and prepare reports concerning

the work.

Ability to establish and maintain effective working relationships with associates, members of the public, and other municipal entities.

**MINIMUM TRAINING AND EXPERIENCE**

Two to Four years of responsible administrative experience, preferably in an area that provided responsibility and decision making in the areas of budgeting, personnel or program operations; and some formal college training in public administration; or any equivalent combination of experience and training.

Ability to work flexible hours with attendance at some evening meetings as they relate to AOAA as needed. In addition to evening hours weekend and/or holiday work will be necessary from time to time.

Knowledge of Microsoft Office and Quick Books is required.

Experience working with grant funding and grant management is a plus.

Pay: From $19.00 per hour

Schedule:

- 8 hour shift
- Day shift
- Holidays
- Monday to Friday
- Weekends as needed

**Education**:

- High school or equivalent (preferred)
