**Duties**:
As a Management and Program Analyst, GS-0343-12/13, your typical work assignments may include:
- Planning and conducting projects and studies that encompass the analysis and evaluation of the mission, goals, valuable objectives, and activities of the organization.
- Performing analytic studies to improve the quality of data and information used to measure and assess the performance of Mission Centers.
- Conducting performance management and improvement initiatives.
- Developing performance reports, coordinate with Mission Centers, and present findings to leadership.
- Developing metrics to capture data that measures the effectiveness of programs.
- PPE is responsible for collecting and communicating performance data, conducting analysis of results and targets, and providing recommendations to I&A and IE leaders and managers to optimize quality in pursuit of supporting a wide diversity of intelligence consumers. Additionally, PPE enables I&A and the DHS IE to measure, monitor, and communicate organizational effectiveness to Departmental and Intelligence Community authorities as well as Executive and Legislative branch overseers.

- May be required to work other than normal duty hours which may include evenings, weekends, and/or holidays, and/or overtime, 24/7 shift schedules, and/or on-call or stand-by duty status
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain a Top-Secret Security Clearance.
**Qualifications**:
**Specialized Experience GS-12**
To qualify for the GS-12 grade level, you must possess the specialized experience equivalent to the GS-11 grade level in Federal Service or equivalent private/public sector experience. For this position, specialized experience is defined as:
- Implement tools, systems, processes, and procedures to enable the measurement of short-and long
- term organizational performance objectives aligned with strategic goals.
- Collaborate with functional leadership within I&A Mission Centers to monitor and measure both qualitative and quantitative benchmarks associated with the production and analysis of both raw and finished intelligence outputs.

- Substitution of education in lieu of specialized experience may not be used for this grade level.
- **Specialized Experience GS-13**
To qualify for the GS-13 grade level, you must possess the specialized experience equivalent to the GS-12 grade level in Federal Service or equivalent private/public sector experience. For this position, specialized experience is defined as:
- Implement tools, systems, processes, and procedures to enable the measurement of short-and long
- term organizational performance objectives aligned with strategic goals
- Collaborate with functional leadership within I&A Mission Centers to monitor and measure both qualitative and quantitative benchmarks associated with the production and analysis of both raw and finished intelligence outputs.
- Work together with performance measurement counterparts throughout the Department, IE, other IC agencies and Governmental entities to facilitate the internal adoption of best practices and broader intergovernmental alignment of resources, priorities, and techniques.
