Cancer Control Epidemiologist

The Office of Statistics and Evaluation (OSE) within the Bureau of Community Health and Prevention (BCHAP) seeks to hire an Epidemiologist to primarily support the Cancer Initiatives Unit within the Division of Community-Based Prevention and Care (DCBPC). The Cancer Epidemiologist will serve as the lead epidemiologist/evaluator to oversee cancer surveillance, and implement multi-year, multi-site evaluation frameworks to capture progress and success for the 3 cancer programs within the Cancer Initiatives Unit.
**Duties and Responsibilities (these duties are a general summary and not all inclusive)**:
- Work closely with Epidemiologist III, Cancer Initiatives manager, and program staff to lead the development and execution of the 5-year surveillance and evaluation plans for the 3 cancer programs, including the development of robust evaluation frameworks, identification of novel and appropriate methodological approaches, surveillance data sources, and analyses and creation of high impact dissemination products to elevate program impact and success.
- Lead creation of analytic plans for conducting and performing computer-based data analysis (quantitative and qualitative) using SAS, REDCap, Excel, and Access for epidemiologic analysis and file linkage of large data sets (including Cancer registry, vital records, BRFSS, case-mix (hospital ED, hospitalization, and discharge data), etc), including disaggregation by geography, demographic, and SDOH measures where appropriate to generate accurate and relevant estimates and trends.
- Work closely with the Epidemiologist III, Cancer Initiatives manager, and program staff to analyze, present, contextualize, and interpret data highlighting cancer-related health inequities to deepen program understanding of root causes, use data to inform health equity approaches in programming, and educate and inform key stakeholders, including the public, on these issues.
- Direct the development of new evaluation tools and new evaluation projects that align with programmatic priorities. This includes the development of data collection instruments such as questionnaires and surveys, conducting literature reviews to contribute to evidence-based decision-making, performing new analyses, and leveraging new software that will enhance existing program work. This can also include the identification of new surveillance data sources and new mixed methods approach to evaluation.
- Work closely with the Epidemiologist III, Cancer Initiatives manager, and program staff to complete all reporting requirements by the CDC, including fostering good relationships with CDC project officers effectively framing the Massachusetts program approach, and elevating program success in rigorous and compelling ways.
- Work closely with the Epidemiologist III, Cancer Initiatives manager, and program staff to set annual evaluation priorities, deadlines, and target deliverables. This includes required federal grant deliverables as well as additional factsheets and reports, abstracts, publications, and presentations for information sharing with diverse stakeholders including partners through the learning collaboratives, the CDC, and the national audience (via conferences, workshops, and forums).
- Prepare and present program work and data before steering committees, workgroups, conferences, and other venues.
- Respond to cancer-related internal and external data requests.
- Participate in Division, Bureau, OSE, and Department-related health equity and racial equity trainings, workgroups, and activities. Attend Division, program, OSE, Workgroup, Steering Committee or Coalition, and CDC Project Officer meetings.
- Supervise Epidemiologist I and interns, as appropriate.
**Required Qualifications**:
- Awareness of the principles and practices of epidemiology.
- Knowledge of equity, and how it impacts access to resources and health.
- Keen knowledge of the methods of statistical report writing.
- Ability to establish rapport with others.
- Capacity to gather information by examining records and documents.
- Ability to determine the proper format and procedure for assembling items of information.
**Preferred Qualifications**:
- Strong background in public health program evaluation and survey research methodology in an applied setting.
- Experience in successful federal grant writing, reporting, and design of multi-year, multi-component evaluation frameworks, including the selection of appropriate study designs, indicators, data collection tools, and analytic approaches based on the evaluation questions.
- Proficient in statistical analysis using SAS of diverse large datasets including surveys, administrative, EMR, and others.
- Experience in qualitative research methods (e.g. conducting focus groups, structured key informant interviews) and conducting qualitative analysis
