**Duties**:
The Management and Financial Analyst applies experience and advanced knowledge of financial management programs in order to plan and accomplish assignments. Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Assignments may require knowledge and experience working across functional and / or organizational lines. Typical assignments may include assisting in the development of financial reports and schedules; compiling information for use in the annual financial requirements and spending plans; providing guidance to less-experienced professionals in day-to-day operations.

Applies advanced knowledge of analytical methods and techniques to analyze data for identifying problems, and recommend solutions to address complex/difficult problems. The Analyst acts as an individual contributor by tracks and analyzes financial data to ensure compliance with policies and procedures. Works with more experienced in collecting, analyzing and interpreting financial data to coordinate, track, monitor, and report on budget activities. Provides recommendations to improve processes.

Conducts research and analyzes financial information and recommends solutions to financial problems. Performs cost-benefit analysis to support funding decisions. Analyzes budget resources to identify areas of need support the possible re-allocation of resources, or trends indicative of inappropriate resource utilization. Compiles financial data to support the creation of financial reports and for developing metrics to provide insight into the financial health and performance of the organization. Provides support to management in implementation of policy and guidance involving the management of financial programs.

Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed.

Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions.

The work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB's/SO's.

- This Level 5 (Moderate Risk; Public Trust) position requires favorable adjudication of a Minimum Background Investigation (MBI) background investigation prior to appointment, unless a waiver is obtained.
