COMPETITIVE MINIMUM QUALIFICATIONS:
Program Operations Specialist 1, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
Program Operations Specialist Trainee 1: Reachable on the current eligible list; OR Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year in a position SG-11 or higher, have a bachelor’s degree, and a passing score on the most recent Professional Career Opportunities (PCO) exam.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

**Duties Description**

POSITION DESCRIPTION:
This position will serve as a Program Operations Specialist 1 (POS1) for a division of the Service Access Program Implementation and Stakeholder Support
- Regional Field Office (SPSRFO). Divisions within the Regional Field Office include the following: Service Access (Front Door and Waiver Services), Eligibility, Self-Direction, Housing, Crisis, Property/Development, Fiscal, and Quality Management/Technical Assistance.
Through the five Regional Field Office(s) with OPWDD over 130,000 individuals are supported through collaboration and engagement with over 700 voluntary providers, 6 State Operated Development Disabilities Service Operation Offices, and 7 Care Coordination Service Organizations.
PRIMARY DUTIES AND RESPONSIBILITIES:
Under the supervision of the Region 4 DDRFO Unit Leader, the incumbent will act as a regional liaison and engage in the following duties which will include, but not be limited to:

- The POS1 will be under the supervision of the Regional Leader within a function of the Regional Office. Oversee the day-to-day operations for the District as necessary. Oversee the process flow and participate in the evaluation of service delivery, meeting system goals, and meeting service expectations of individuals, families, and advocates.
- The POS1 will serve as a Fair Hearing coordinator, working with both Central Office and Regional Field Office (RFO) units and other stakeholders.
- POS1 will act as liaison for fair hearings and related matters in RFO4. The POS1 will be responsible for completing efficient, time-sensitive and high-quality work developed in response to requests in each of these areas and working with both Central Office and Regional Field Office (RFO) units and other stakeholders. Additional duties will be assigned as needed to support the Quality Management Technical Assistance Unit.
- Manage the tracking/monitoring of fair hearing requests including interfacing with Counsel's Fair Hearing unit and impacted RFO4 units
- Manage the tracking/monitoring and coordination of administrative hearings
- Engage in regular audit and improvement activities in assigned area.
- Maintain knowledge and understanding of OPWDD policies and procedures. Review ADM’s, Protocols, Policies and Procedures as released.
- Participate in local and statewide meetings and other trainings and workgroups as indicated.
- Foster effective collaboration and communication with individuals, families, Care Coordination Organizations, agencies, Local Government Units and other community stakeholders.
- Participate in the regular maintenance of the Regional Field Office Policy and Procedural Manual.
- Will provide technical assistance to Care Coordination Organizations and OPWDD provider agencies as needed.
- Participate in Quality Review Team meetings and other team meetings as needed.
- Participate in various committees as directed by the Regional Leadership Team.
- Additional duties may be assigned to assist in supporting Regional Field Office operations.
- Travel as needed.
