**Background**:
The United States Agency for International Development’s (USAID’s) Gender Equality and Women’s Empowerment Hub (GenDev), is one of five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev advances gender equality and women’s empowerment as fundamental for the realization of human rights, and key to effective and sustainable development outcomes. The Hub collaborates with Operating Units (OUs) across the Agency supporting USAID’s programming globally, in all sectors. It promotes evidence-based gender equality and women’s empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communication outreach.
**USAID Gender Equality **Objectives**:
- Reduce gender disparities in who accesses, controls, and benefits from economic, social, political, legal, educational, health, and cultural resources, as well as wealth, opportunities, and services;
- Strive to eliminate GBV and mitigate its harmful effects on individuals and communities, so all people can live free from violence;
- Increase the capability of women and girls to fully exercise their rights, determine their life outcomes, assume leadership roles, and influence decision-making in households, communities, and societies; and
- Advance structural changes that address the root causes of gender inequality and promote equitable gender norms.
**Position Objective**:
This position will support Monitoring, Evaluation and Learning (MEL) efforts both within IPI and across the Agency through providing technical MEL advice, support, and guidance to OU and Mission staff to improve strategy, design, implementation, and performance management, learning and adaptation, and accountability of programs related to gender equality. The Specialist will play a lead role in the design and implementation of a comprehensive monitoring, evaluation, and learning plan for the assigned portfolio. The incumbent may provide targeted, technical evaluation and learning support both in the diligence process and to awardees. The incumbent may work with the team / GenDev leadership to establish short and long-term program evaluation goals for the division, develop detailed plans, and execute against them.
**Scope of Work**:
- Support USAID OUs to engender evaluations by integrating gender into evaluation designs, work-plans, implementation procedures, reports and post evaluation action plans.
- Support USAID OUs to integrate gender into activity/project/program/strategy monitoring, evaluation and learning plans.
- Support GenDev’s management of performance and impact evaluations, research assignments, and community of practice activities, and the provision of technical assistance to Missions to manage performance and impact evaluations, research assignments, and community of practice activities for gender equality programming.
- Assist with GenDev’s learning agendas relating to women’s economic security, gender-based violence, gender in the environment, energy, infrastructure sectors and other focus sectors in GenDev’s portfolio.
- Assist with the design and facilitation of GenDev’s Collaboration, Adaptation and Learning (CLA) activities, such as, conferences, regional meetings, seminars, and webinars.
- Support GenDev in the development of MEL guidance, templates, tools, and best practices for project/activity-level MEL such as logic models, monitoring plans, monitoring checklists, Data Quality Assessments, and evaluation use plan templates.
- Performs other duties as assigned.
The day-to-day management direction and oversight for this position will be provided by a designated member of GenDev staff.
As a contractor, this position will not perform “inherently governmental functions,” including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.
**Minimum Qualifications**:
- Master’s degree in an appropriate area of specialization, plus 5 years of relevant professional experience, or a Ph.D. in a relevant area of study;
