**Duties**:
Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office (USCO), located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and, provides information and reference services to the public.

The Assistant Register and Director of Operations/Financial Management Division is responsible for direct oversight of all financial, budgetary, and procurement activities for the USCO, including budgetary matters, procurement, contracting, accounting, and royalty collections and disbursements for certain statutory licenses under the Copyright Act.

The position, Head of Fiscal Unit, reports to the Chief of the Licensing Section. The Head, Fiscal Unit receives, accounts for, safeguards, invests, and disburses funds collected under the statutory licensing requirements of the Copyright Act (Title 17 of the United States Code).

This is a confidential position with routine and non-routine duties related to sensitive personnel and/or labor relations matters. Incumbents of this position are not members of a bargaining unit. While performing daily activities, the incumbent is responsible for ensuring proper handling and security of agency materials.

The Head of Fiscal Unit plans and directs the work program and staffing of the Fiscal Unit, including the work of other professional accountants. Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters.

The incumbent plans, develops and implements policies and procedures relating to the accounting for fiduciary assets held by the Copyright Office on behalf of copyright owners. Directs and oversees financial management and reporting, financial controls, investment of funds, and financial statement preparation, ensuring that the Head, Fiscal Unit complies with all applicable federal financial management requirements and Library of Congress directives, policies, and procedures. Provides review and oversight for preparation of monthly, quarterly, and yearly financial statements, footnotes, reports, and other miscellaneous supplementary disclosures reports. Reviews operating costs associated with the statutory licensing programs of the Copyright Office and ensures that costs are appropriately deducted from royalty fees received as established in Office policy and procedure.

Develops and oversees policy and procedure for fiduciary asset investments and distributions. Reviews cost/benefit analysis prepared by subordinates and makes recommendations for improvements in organizational policies, processes, and systems to optimize the efficiency of the investment and distribution processes. Oversees the receipt and posting process for deposits to the multiple fiduciary accounts administered by the Section. Oversees the investment of these funds in Treasury securities, including the timing of investments in relation to yields and liquidity needs of the program. Oversees the disbursement of funds from recipients following the decisions of the Copyright Royalty Board. Provides review of the work of others for proposed investment and distribution transactions; ensuring transactions meet the requirements of law, regulation, and policy; are in conformance with the decisions of the Copyright Royalty Board and are properly documented.

Performs various other duties as assigned.

This is a supervisory, non-bargaining position.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a compflex; or flextime; or maxiflex work schedule.
