As the visionary leader in our organization, you'll spearhead initiatives to enhance the well-being of our community through recreation, community engagement, and environmental stewardship. Reporting to the Assistant City Manager, you'll oversee a substantial annual budget of $4,200,000 Million, managing a dedicated team of 15 full-time members across six key areas:
Parks Maintenance & Operations-
- Recreation Center & Programs-
- Aquatics Facilities-
- Bellaire Living, Information, Fun, and Enrichment (L.I.F.E.) Program-
- Facility Management-
- Strategic Planning & DevelopmentBut that's not all. Annual Salary Range - $113,265 to $165,412

**ESSENTIAL FUNCTIONS**:

- The Director of Parks, Recreation, and Facilities is responsible for overseeing the planning, development, management, and maintenance of parks, recreational programs, and facilities within the city. This leadership role involves strategic planning, budget management, personnel supervision, community engagement, and collaboration with other departments and stakeholders to enhance the overall quality of life and recreational opportunities for residents and visitors.

**Strategic Planning and Development**:

- Develop long-term strategic plans for parks, recreation, and facilities in alignment with the city's needs and goals.
- Identify opportunities for parkland acquisition, development, and improvement.
- Lead the design and implementation of recreational programs and facilities to meet the diverse needs of the community.

**Budget Management**:

- Develop and manage departmental budgets, including forecasting revenue, allocating resources, and monitoring expenditures.
- Identify funding sources, pursue grants, and optimize revenue-generating opportunities to support departmental initiatives.

**Personnel Supervision and Development**:

- Recruit, hire, train, supervise, and evaluate departmental staff members.
- Foster a positive work environment that promotes teamwork, professional growth, and excellence in service delivery.

**Facilities Management and Maintenance**:

- Oversee the maintenance and upkeep of parks, recreational facilities, and infrastructure.
- Implement effective maintenance schedules, inspections, and repair programs to ensure the safety, functionality, and aesthetics of facilities.

**Community Engagement and Outreach**:

- Engage with community members, stakeholders, and organizations to assess needs, gather feedback, and build partnerships.
- Plan and coordinate public meetings, events, and outreach initiatives to promote recreational programs and solicit input on park and facility projects.

**Policy Development and Compliance**:

- Develop and enforce policies, procedures, and regulations related to parkland use, facility rentals, programming, and safety.
- Ensure compliance with local, state, and federal regulations governing parks, recreation, and facilities management.

**REQUIRED QUALIFICATIONS**:

- Bachelor's degree in Parks and Recreation Management, Public Administration, Business Administration, or a related field. Any combination of experience and education which provides the applicant with the level of required knowledge and abilities will be considered.
- 8-10 years of progressively responsible experience in parks and recreation management, including supervisory and administrative roles. Municipal or public sector experience is a plus.
- Strong leadership abilities with a track record of strategic planning, budget management, and staff development.
- Excellent communication, interpersonal, and problem-solving skills.
- Knowledge of park planning and design principles, recreational programming, and facility management best practices.
- Familiarity with relevant laws, regulations, and industry standards governing parks, recreation, and facilities.

**LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS**:

- Certified Parks and Recreation Professional (CPRP) - Preferred
