This position is located in the DC Department of Human Services (DHS), within The Office of the Director. The incumbent serves as the principal advisor to the Chief of Staff and Director on a variety of major executive policy issues, program development, process improvement, and/or decisions formulated with input of the Chief of Staff. The Deputy Chief of Staff for Communications and Public Affairs (Deputy Chief) serves as a strategic advisor and right hand to the Chief of Staff on all matters related to external and internal communications, media relations, public affairs, and brand management and plays a critical leadership role within the Communications and Public Affairs team, overseeing day-to-day operations and driving strategic communication initiatives.

**Duties and Responsibilities**

Makes recommendations that are well-defined and coordinated and include the use of multidisciplinary approaches sufficient to meet the established and anticipated needs of decision makers. Initiates and oversees the completion of a wide variety of complex and diverse large-scale projects designed to meet the needs of DHS and other internal and external stakeholders. Conducts special studies of high-profile or sensitive problem areas including changes in program operation and staffing requirements necessary to effect improvements in program efficiency and effectiveness. These studies require extensive probing and analysis in determining the nature and scope of an issue or problem.

**Qualifications and Education**

**Specialized Experience.** Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

**Bachelors’ Degree.** Preferred

**Tour of Duty**: Monday - Friday; 8:30am - 5:00pm

**Pay, Plan, Series & Grade**: MS-0301-15

**Collective Bargaining Unit**: This position is not covered under a collective bargaining agreement.

**MSS At-Will Statement**: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

**Emergency Designation**: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

- Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
- Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
- Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
- Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
- Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
