- NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio - one of the largest in NY State - as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainability and resiliency technologies and practices, improving residents’ quality of life while enhancing building performance.
- Position Description
- The Engineering Audit Department (EAD) independently audits and certifies all City-funded or partially City-funded payment requests for construction work, equipment, and related consultant services to ensure that the appropriate quality and quantity of work was provided prior to payment.
- Reporting to the Director of Engineering Audit, with strong latitude for independent judgement, the Dispute Manager will assist with the resolution of payment inquiries and disputes in compliance with SOPs and mandates, while actively collaborating with team leads and stakeholders to identify and implement process improvements to improve efficiency and collaboration.
- Specific responsibilities Include, but are not limited to the following:
- Communicate with parties involved in the inquiry or dispute to gather information.
- Research contract terms, procedures, best practices, and legal mandates.
- Make recommendations for resolution supported by documentation.
- Prepare, analyze, and summarize data for senior staff.
- Prepare metrics and reports.
- Contribute to operational and strategic process improvements.
- Develop guides and training documents.
- Assist with automation efforts and system enhancements.

Minimum Qualifications1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
