Environmental Protection Specialist

**Duties**:
This position is located within the Department of the Interior, Office of the Secretary, AS - Policy, Management and Budget, Office of Environmental Policy and Compliance (OEPC) in Washington, D.C.
**At the full performance level GS-14 the major duties of this position include, but are not limited to the following**:
1. Serves as the national lead for DOI's support of ESF#11 Subject matter expert and senior specialist responsible for coordinating the protection of NCH, budget, policy and operational oversight of DOI's ESF#11 Program.
2. Serves as an administrative and technical expert in the areas relevant to the National Response Framework, and legislative mandates for the protection of natural and cultural resources and historic properties, including during response and recovery from all-hazards incidents.
3. Serves as a nationally recognized and respected authority and spokesperson on a diverse range of complex issues related to interagency disaster response coordination. Develops, promotes, and defends initiatives undertaken to support DOI, FEMA, the National Response Framework, and Government-wide goals and objectives associated with ongoing and future interagency response coordination.
4. Serves as the OEPC lead staff and coordinator of activities affecting Continuity of Operations (COOP) and ensuring OEPC's mission essential functions are met and carried out. Duties include oversight of Office guidance, related policy coordination, tests, training, and exercises.
5. Serves as COOP and emergency management liaison to the DOI's Office of Emergency Management (OEM) and represent OEPC on the DOI's Emergency Management Council. Serve on ad-hoc committees and review panels convened by OEM to write, develop, review, and promulgate policy related to emergency management for the Department.
OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Work is primarily performed in an office environment. There is some travel to field offices of bureaus of the Department and FEMA Joint Field Offices. On occasion, work may involve visits to sites of hazardous releases and disaster recovery, or orientation training exercises simulating such sites, where use of special protective clothing or apparatus is required.
You may be required to operate a government vehicle, to complete assigned tasks i.e. site visits, field research, etc.; therefore, you must be able to obtain and maintain a valid state driver's license.
Salary Information
**GS-13**: $117,962 - $153,354 per annum
**GS-14**: $139,395 - $181,216 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

**Specialized Experience**
**GS-13**
To qualify for the **GS-13**, you must possess at least one full year of specialized experience equivalent to at least the **GS-12** grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
- **1)** Assisting in projects and programs related to natural and cultural resources, emergency management programs and environmental missions.-
- **4)** Researching, interpreting, and advising on policies and procedures related to disaster response and recovery and Continuity of Operations.
- **MUST MEET 3 of 4.**

To qualify for the **GS-14**, you must possess at least one full year of specialized experience equivalent to at least the **GS-13** grade level in the Federal service, or comparable experience not gained through Federal service.
