**Summary**:
Librarian IV - Technical Services
This full-time position supervises the work of the Technical Services department ensuring timely ordering, receiving, cataloging, and processing of material for the Chester County Library and the Henrietta Hankin Branch. The position is responsible for overall Collection Development guidance at the Chester County Library and the Henrietta Hankin Branch with some individual direct area responsibilities. Chester County Library System collection responsibilities include, the Rotating Reads (lease) plan and maintaining the accuracy, currency, and completeness of the online catalog.
Knowledge of national cataloging standards and general library technology are preferred. The person in this position must have excellent verbal and written communication skills as well as strong time management skills.
All library positions require the following criminal background and child abuse clearances: Report of criminal history from the Pennsylvania State Police (PSP); Child Abuse History Clearance from the Department of Human Services (Child Abuse); and Fingerprint based federal criminal history submitted through the Pennsylvania State Police or its authorized agent (FBI).

Hours: 35 hours a week, Monday through Friday, 8:30 AM to 4:30 PM
Salary Information: $65,854.88; full County Benefits, EOE

**Essential Duties**:

- Essential duties, tasks and accountabilities will vary by unit within the Library and _**_may_**_ include the following:_
- Coordinate activities and programs for the member libraries.
- Make library materials available to the public as quickly and economically as possible and provide accurate and complete cataloging records for the library system's holdings.
- Plan for long-range library growth and administer and direct daily unit operations.
- Create and maintain online catalog records, ensuring they are accessible to the public and staff.
- Set and maintain cataloging standards with the Head of Technical Services for audio and video materials.
- Handle unit personnel’s questions and issues.
- Assist with the unit’s interviewing and hiring process.
- Develop, interpret, implement and recommend library policies and procedures.
- Provide advice and consultation to library personnel.
- Assist with long-range planning, and obtaining the goals and objectives set.
- Supervise operation, oversee technical training and support, and plan and implement new information technologies to meet changing needs.
- Coordinate countywide programs (i.e., summer reading club, readers’ advisory services, story-hours, science in the summer, etc.).
- Prepare and administer the unit’s budget, develop new funding sources, and supervise grant writing.
- Participate in conferences, workshops and meetings to keep informed of changes in the library field.
- Coordinate and implement continuing education programs to enhance job performance and library service.
- Conduct public relations programs to increase public awareness and the support of library programs and services.
- Perform other duties, tasks and special projects, as required.

- Master’s degree from an accredited college or university in Library Science, or equivalent combination of education and experience.
- Minimum of four years of library experience with increasing responsibility and supervisory experience.
- Experience using an online library system.
- Excellent customer service and library service skills.
- Strong organizational and time management skills.
- Strong verbal and written communication skills.
- Knowledge of general management principles.
- Strong general knowledge of library science.
- Strong leadership skills.
- Strong work ethic - inspires the trust of others and upholds organizational values.
- Familiarity with the ALA Bill of Rights and Freedom to View statements.
- Knowledge of the Library Collection Development Plan.
- Treats others with respect and consideration regardless of their status or position.
- Experience selecting current and appropriate library materials.
- A valid driver’s license is required.
- Criminal background check.
- Child abuse clearance.

- ALA accreditation.
- Strong knowledge of general management principles.

- Ability to speak in public (presentation and/or storytelling skills).
- Child development skills, where required.
