**Description**

The Texas General Land Office (GLO) primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

**General Description**:
The Chief Clerk acts as the chief executive officer for the Texas General Land Office (GLO) and manages the daily activities/all aspects of the agency. The Chief Clerk performs the duties and conducts the official business of the GLO in the absence of the Commissioner and supervises senior level administrative and executive level staff.

Performs highly advanced (senior-level) policy administration and managerial work at the direction of the Commissioner. Work involves strategic planning, state agency administration, and working closely with the Commissioner on the day-to-day operations of the agency. Provides direction to and oversight of the agency’s divisions and departments. Supervises the executive and executive administrative staff. Provides counsel on a variety of issues and performs human resource related activities. Works under mínimal supervision, with extensive latitude for the use of initiative and independent judgment.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

**Essential Job Elements**:
Directs complex operations of the GLO. Provides direction and oversight to the agency’s divisions and departments to:

- safeguard and maximize revenue from the state-owned lands of Texas;
- protect the Texas coast;
- administer disaster relief through Community Development and Revitalization (CDR);
- serve Texas Veterans through the Veterans Land Board (VLB) and its programs; and
- preserve the Alamo and historical land documentation.

Informs the Commissioner and executive leadership by providing advice, status updates and counsel in the planning, development and operations of key initiatives, services, and programs central to the agency’s mission and strategic plan. In consideration of the information provided and in consultation with the Commissioner and other agency executives, finalizes the agency long-range strategic and budgetary plans. Oversees development and implementation of agency policy and procedures. Ensures the allocation and implementation of resources are utilized in an effective and fiscally responsible manner.

The Chief Clerk or his/her designee(s) serves as a resource on issues vital to the GLO including but not limited to the Texas Permanent School Fund Corporation, Texas Veterans Land Board, state owned lands and mineral rights, Alamo, disaster relief, and coastal protection. The Chief Clerk or his/her designee(s) represents the agency when meeting with the public, agency, local, state, and federal officials, and other interested stakeholders on issues related to the GLO. Responds to concerns and works to resolve issues as necessary. Works with the Commissioner, governmental relations staff, and other executives to formulate and further the GLO legislative agenda. Oversees the implementation of legislative changes that impact the GLO.
