**GENERAL DESCRIPTION**

Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Human Resources Department. Work involves establishing the strategic plan, goals, and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within the department. Supervises the work of others. Works under mínimal supervision, with extensive latitude for the use of initiative and independent judgment.

**ESSENTIAL JOB ELEMENTS**
- Directs various functions of the Human Resources Department, including employee relations, recruitment and selection, classification and compensation, performance management, training, and compliance with all state and federal laws and regulations.
- Monitors all employee disciplinary matters to ensure compliance with GLO policy. Conducts investigations of complaints and advises management with other investigations into alleged employee misconduct; and consults with supervisors, General Counsel, and Executive Management as needed.
- Oversees strategic management of assigned HR functions, including data management, succession planning, and workforce planning. Oversees HR's involvement in administrative, regulatory, evidentiary, and enforcement hearings, investigations, audits, and mediation.
- Develops, establishes, and implements goals and objectives that are consistent with and support overall agency strategies.
- Reviews new or proposed laws, rules, regulations, and bills/amendments to determine the impact on agency operations, makes appropriate recommendations, and follows up after each session to implement any needed changes.
- Oversees the HRBPs, internal GLO training, and classification of issues, rules, laws, regulations, and strategies. Plans and develops priorities and standards for achieving goals; approves schedules and directs evaluation activities.
- Oversees the coordination of employee relations claims (ADA and employee relations); responds to TWC unemployment claims; responds to requests for audits and open records requests.
- Develops, evaluates, and implements policies and procedures.

**Qualifications**

**MINIMUM QUALIFICATIONS**
- Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred; experience and education may be substituted for one another
- At least 10 years’ experience in Human Resources and managing staff
- SHRM or SPHR Certified

**PREFERRED QUALIFICATIONS**
- Experience using the CAPPS System
- Experience processing reports through CAPPS Query Manager
- Experience analyzing current reporting for best output results

**KNOWLEDGE, SKILLS, AND ABILITIES**
- Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions
- Knowledge of the principles and practices of human resources management
- Skill in operating computers and applicable programs (Microsoft Suite)
- Ability to establish plans and set objectives and goals that support an overall business strategy
