Job Summary:
The overarching duty of the Inspector General (IG) is to lead the OIG in its mission to prevent and detect fraud, waste, abuse, and mismanagement, and to promote economy and efficiency of operations across the whole of the Agency. The IG oversees this work by personally conducting and supervising audits, investigations, and other inquiries relating to Agency programs and operations.

Specific responsibilities for this position include the following:
Exercises all applicable responsibilities and authorities under the Inspector General Act of 1978, as amended, including the initiation of investigations and audits, the issuance of subpoenas, and the preparation of semi-annual and other reports.

Plans, develops, and implements an audit program encompassing: (1) examination of financial transactions, accounts, and reports, including evaluations of compliance with applicable laws and regulations; (2) review of NLRB managers' efficiency and economy in the use of resources; (3) reviews to determine whether desired program results are effectively achieved; and (4) reviews to determine whether internal controls are in place to guard against and detect waste, fraud, and abuse in Agency programs and operations.

Takes overall responsibility for leading, managing, and directing the work of OIG personnel, including investigators, auditors, and administrative professionals. Within Agency budgetary constraints, ensures that OIG is adequately staffed to meet its statutory functions, which may include retaining contractor support as appropriate. In all circumstances, ensures that OIG personnel and contractors safeguard the integrity and impartiality of investigations, audits, and all other OIG activities, particularly with respect to highly sensitive reviews regarding specific criminal allegations or allegations of non-compliance with Agency policies and/or Federal laws and regulations.

Determines how guidelines or plans for an audit should be devised to approach new or previously unencountered conditions and to determine when audit objectives are met.

Oversees the development of long-range strategies and goals to minimize the opportunities for the occurrence of waste, fraud, and abuse, as well as the development of recommendations to assist the Agency in promoting economy and efficiency in its operations.

Issues audit reports to the Chairman and/or the General Counsel, or their senior managers as appropriate, for consideration of recommended corrective action with respect to audit findings of deficiencies and for consideration of how to implement recommendations related to Agency policies, procedures, practices, and operations based on audit findings.

Reviews the activities, annual operating plans, programs, and policies of the OIG, and develops and implements any changes needed to enhance the mission of the office.

Represents the OIG at meetings with senior officials, including inspectors general in other Federal executive and legislative offices with respect to OIG-related matters, and serves on relevant interagency committees. This includes acting as a liaison to the General Accounting Office (GAO), serving as member of the Council of the Inspectors General on Integrity and Efficiency, and responding to inquiries from Members of Congress and their staffs, as appropriate, on Agency and OIG matters.

Represents the OIG in meetings with the Department of Justice and other law enforcement agencies to share information and coordinate investigation of illegal activities.

Reviews existing and proposed legislation and regulations relating to the Agency's programs and operations and makes recommendations in required semiannual reports concerning the impact of the legislation and regulations on the economy and efficiency of-or the prevention of fraud, waste, or abuse-in those programs and operations.

Regularly briefs the Board, the Chairman, and/or the General Counsel, or their respective designees, as appropriate, regarding all OIG investigations, audits, and any other relevant matters.

Pay: $147,649.00 - $221,900.00 per hour
