Job Summary:
The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

DES is seeking an experienced and highly motivated individual to join our team as a Collector 3 with the Unemployment Insurance Administration (UIA) Tax Unit. This position is responsible to contact those entities that failed to submit quarterly reports or tax payments. This position is responsible to recommend review for assessments to satisfy delinquent reporting. This position is responsible to evaluate accounts to determine collectible status, act as a lead to the unit, and assists with training lower-level collectors.

This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:

- Contacts employers via telephone or letter depending on the circumstance. Telephone contacts involve explaining the purpose of the call, asking for reports and/or payments, and often negotiate the payment plan as well as warning of further actions that could be taken to resolve the account. Various letters are requested to be sent to the employer when telephone attempts do not initially resolve the account.
- Documents results of collection action. All contacts or attempts to contact an employer and the results thereof are logged onto the computer system. This includes phone calls, letters sent and/or returned, results of levy actions and lien confirmation, and skip trace activities. Written correspondence is logged onto the system whether it be written by the employer or outgoing correspondence returned by the US Postal Service.
- Review and analyze employer account information to determine the next step to be taken in the collection process.
- Skip traces assets for Levy recommendations, review account accuracy for levy requests verifying balance and account information.
- Research for previous payment activity as well as employment.
- Reviews account accuracy for lien filings, verifying balance accuracy and reviewing lien history prior to a new lien request. Request estimated assessments.
- Field visits are done to collect reports and tax due and also determine if the account is still in business. This involves driving out to the location of businesses to collect on a delinquency, determine the status of an account, or look for assets for levy purposes.
- Acts as a lead by providing assistance and training to lower-level collectors.
- Deliver MVD liens/releases to the Motor Vehicle Department.
- Reviews complex uncollectible accounts and high dollar accounts referred by supervisor and collector 2’s for appropriate action. This involves recommending accounts for Predecessor/Successor Lawsuits or liens, referring them to the supervisor for review with the Attorney General’s office, write off or offer in compromise.

- Skills in computer systems.
- Ability to collect on complex and delinquent accounts.
- Ability to perform rapid and accurate mathematical computations.
- Ability to establish and maintain satisfactory relationships with other agency employees and the public.
- Ability to explain tax laws to taxpayers.
