As part of our continuous efforts to optimize performance and drive success the Environmental Compliance Specialist II is eligible for an annual promotion. The incumbent may advance

to a higher grade within the classification series, based on satisfactory work

performance.

Progressive grade levels include:
Environmental Compliance Specialist III - Grade 16 (($57,095 - $91,742)

**Main Purpose of Job**:
The Environmental Compliance Specialist II will ensure compliance at Hazardous Materials transportation facilities and during en-route shipments with current Maryland state regulations and federal requirements. The incumbent will also provide response, professional technical assistance, and oversight for the mediation of transportation related incidents involving the release or the threat of a release of regulated substances.

The working conditions for this position are as follows:

- Work involves exposure to uncomfortable or unpleasant surroundings and the incumbent will be required to perform field inspections in inclement weather.
- Work involves exposure to hazardous conditions and hazardous materials which may result in injury. The incumbent in this position will work on the roadside during moving traffic on major highways and secondary roads. Physical hazards such as exposure to noise, vehicle exhaust and heat.
- Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc.
- Work requires the use of protective equipment such as routine use of coveralls, safety boots, eye protection, etc.

The incumbent in this position may be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

**MINIMUM QUALIFICATIONS**:
Experience: Five years of experience performing environmental regulatory compliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

**SELECTIVE QUALIFICATIONS**:

- Applicants must meet the selective qualifications listed below to be considered. The certifications below must be current and have been maintained as outlined in the Commercial Vehicle Safety Alliance’s Ops Policy 4. Certifications will be verified with the MD State Police Commercial Vehicle Enforcement Division’s Training section.
- Must be a certified Truck Inspector with the following Federal Motor Carrier Safety Association (FMCSA) certifications:

- North American Standard Part A and Part B;
- General Hazardous Materials Inspector

**DESIRED OR PREFERRED QUALIFICATIONS**:

- Be willing to work in Anne Arundel, Baltimore, Harford, Cecil, Kent counties;
- Knowledge of State and federal laws and regulations applicable to the areas of water pollution control, sediment and erosion control, tidal and non-tidal wetlands.

**LICENSES, REGISTRATIONS AND CERTIFICATIONS**:
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
