The mission of the Department of Youth and Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the DC community.

The Support Services Manager has responsibility for supervising, directing, planning, and managing a variety of functional service activities associated with property and space management, supply and inventory management, facilities and equipment maintenance, and records management. The incumbent functions with broad and diverse management, administrative and operational responsibilities, and provides leadership in developing and executing DYRS procedures, policies, and priorities.

**Duties and Responsibilities**:
The incumbent is responsible for managing the support services by planning, directing, coordinating, and executing a variety of extensive support service functions associated with space management, property management, supply management, inventory management, facilities and equipment maintenance, and records retention, disposition, and transportation. The incumbent works under the direct supervision of the Program Manager, who provides direction and goals in terms of broadly defined objectives and functions. The incumbent exercises discretion and sound judgment in determining whether to broaden or narrow the scope of assignments, projects or studies, and keeps the supervisor informed of work progress and potentially controversial matters that may arise. Work is reviewed in terms of feasibility, accomplishment of goals, and compliance with administrative and internal operating policies and procedures. Guidelines include pertinent Federal and District laws, rules, and regulations, DYRS policies and procedures, and Mayor's orders and memoranda. The incumbent uses policies and precedents that are very general in nature; polices specific to assignments are often scarce or of limited use. The incumbent uses judgement, initiative, and resourcefulness in deviating from established methods or researching trends and patterns to develop new methods and criteria, proposing new policies and practices, and/or significantly modifying existing equipment. Provides program administration and procedure development; organizes, plans, implements, develops, and evaluates the activities assigned to ensure continuous improvement and compliance with Federal and District laws, rules, policies and procedures. Supervises, directs, and coordinates staff assigned to carry out daily work assignments and activities and ensures the expeditious completion of work; provides orientation and training to develop employees to full performance; resolves complaints and approves and disapproves leave and pay, and ensures that the staff maintains a high level of customer service. Reviews and evaluates the effectiveness of support service operations and continually studies ways of improving work efficiencies. Gathers, compares, and correlates information about the costs of current and future program projects and activities.

Manages support service activities and works with DYRS personnel to ensure that all requirements are met in the areas of procurement of supplies and equipment, property and space management, records management, and facilities and equipment maintenance. Oversees any construction/renovation of workspaces and develops and implements plans for workspaces and changes in office layouts; manages all aspects of office moves. Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities. Provides technical assistance in the design, development, and implementation of improved program designs/operations. Reviews and analyzes planning and operating activities of major support services program areas; prepares a variety of correspondence and reports for the supervisor's signature. Determines and distributes work assignments based on priorities and work distribution to staff and other functional work groups; identifies need for implementing new guidelines, procedures, and work alignments that can improve the quality of services. Provides specific guidance, review, and interpretation to accomplish established goals, objectives, and priorities.

**Qualifications and Education**:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.
