South Shore Shellfish Program Supervisor

The Massachusetts Department of Fish & Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. The Massachusetts Division of Marine Fisheries serves Massachusetts’ citizens by protecting, restoring, and enhancing fishery resources and their habitats, while providing sustainable fisheries related recreational and commercial opportunities.
The Department of Fish and Game, Division of Marine Fisheries (DMF) seeks applicants for the position of South Shore Shellfish Program Supervisor (Environmental Analyst IV). The individual in this position reports directly to the head of the shellfish program and plans, directs, and supervises a marine shellfish sanitation and management section that covers a geographic area that includes South Shore, Cape and Islands region of Massachusetts.
**Detailed Statement of Duties and Responsibilities**
- Coordinates and provides technical assistance to cities and towns, other governmental agencies, private institutions, the public and the Program Leader on matters relating to shellfish in Massachusetts communities from the Bourne south to the Rhode Island boarder, including Cape Cod and the Islands. This includes assisting staff and local communities in the formulation of long-range shellfish management plans, designing special projects to improve shellfish harvesting or selected aquaculture techniques, and developing, reviewing and commenting on various proposals including projects, studies and legislation related to shellfish.
- Implements and oversees activities associated with contaminated shellfish relay in conformance with state, federal and National Shellfish Sanitation Program (NSSP) regulations and policies.
- Oversees the activities of DMF shellfish laboratories in New Bedford.
- Develops and maintains report formats and protocols relative to NSSP mandates, resource assessment and other services afforded by the shellfish staff. Directs and assists staff with the development and delivery of public information materials and presentations. Reviews all reports and environmental impact reviews developed by shellfish staff.
- Coordinates and provides technical assistance to cities and towns, state and federal agencies, private institutions, the public and Shellfish Program Manager on all matters relating to shellfish in Massachusetts, including: identification and mitigation of growing area contamination; management; biology and disease; harvest methods; stock assessment; public propagation and private aquaculture; coastal alterations, predator control, regulations and legislation.
- Represents the Division and the Commonwealth at international, national, regional, and state meetings, committees, conferences, workgroups, public hearings, etc. on all shellfish related matters. This includes acting as liaison between local communities, state and federal agencies involved in various aspects of shellfisheries while providing information to the public and other governmental agencies via live and online presentations, workshops, or publications.
- Oversees, in coordination with the Program Manager, the south shore field and data components relative to managing the state biotoxin and water quality monitoring programs. This includes supervision of field personnel and development and maintenance of databases resulting in the promotion of improved public health monitoring practices and fisheries management strategies.
- Exercises direct supervision, trains, assigns work to, and reviews performance of program staff an other staff assigned to tasks germane to program goals.
- Acts as liaison to the MA Shellfish Officers Association (MSOA) and coordinates with MSOA Board of Directors to plan and implement shellfish constable training.
- Assist the Program Lead and Administration in planning, budget preparation and service delivery.
- Perform other duties as assigned.
**Qualifications Required at Hire**
- Thorough knowledge of shellfish biology, management, and marine bacteriology.
- Thorough knowledge of NSSP requirements for growing area classification, aquaculture, relaying, tagging, laboratory, and depuration.
- Demonstrated ability to plan and implement marine monitoring programs with significant ability to effectively manage concurrent program needs within defined timelines.
- Demonstrated ability to exercise effective supervision over scientific and non-technical personnel. Including training field personnel relative to shellfish sanitation methodologies, resource assessment and management and effective reporting.
