**_DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS_**
Houston Public Works is seeking a self-motivated, collaborative, and strategic person with excellent organizational, planning, and communication skills to lead the City’s Drinking Water Regulatory Compliance Laboratory to serve as the Division Manager/Laboratory Director. The Division Manager will propose and implement Best Management Practices and will manage systems that monitor the City’s source water for water quality to meet all State and Federal regulations.

Essential functions of the Laboratory Division Manager
- This managerial position is responsible for maintaining effective internal communications with superiors and subordinates in keeping with the Program’s mission, standards, values, and expectations for fairness, cooperation, respect, commitment, excellence, honesty, and teamwork.
- Acts as liaison and fosters positive relationships for the Program at all levels of local, state, and federal government, stakeholder groups and other interested parties related to activities and responsibilities of the Program.
- Supervises the Program directly and provides policy direction and guidance for development and implementation to meet the Program’s priorities, ensuring local, state and federal requirements are met.
- Engages with members of the public and responds to public inquiries in an appropriate, timely, and professional manner.
- Develops presentations and metrics highlighting the Programs activities, strategic goals, and accomplishments to internal and external stakeholders, community groups, and the public.
- Evaluates cost-effectiveness of existing and potential programs, team activities, and makes supportable recommendations to Director.
- Plans and manages the Drinking Water Laboratory assets and budget.
- Oversees and manages all required water quality information gathering, testing, reporting to ensure compliance.
- Develops and maintains appropriate archiving, databases and files.
- Other duties as appropriate to fulfill business operational needs and objectives.
- Ability to use initiative and sound judgement to lead the priorities of the Program toward prioritized goals.
- Excellent communication skills and sound judgement in the communication of pertinent information with internal and external stakeholders.
- Excellent interpersonal skills, enthusiasm, and commitment to outstanding customer service.
- Experience with project management, involving project development, planning, scoping, budgeting, and scheduling.

**_ WORKING CONDITIONS_**
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
**_This is a Department of Houston Public Works Management position at the Tier III Level._**

**MINIMUM REQUIREMENTS**:
**_EDUCATIONAL REQUIREMENTS_**
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

**_EXPERIENCE REQUIREMENTS_**
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis

**_LICENSE REQUIREMENTS:_**
None.

**PREFERENCES**:

- Graduate degree in Chemistry, preferably Analytical Chemistry.
- Prior management experience in a NELAC - accredited drinking water laboratory.
- At least 5 years of laboratory management experience.
- Detailed knowledge in the analytical methods used by regulated drinking water laboratories.
