Under general supervision procures goods and services for the Water Services Department. Serves as the department contract administrator and liaison to the City Procurement Division.Duties include performing a variety of accounting and reporting duties; providing financial and statistical analysis; and assisting in the coordination, preparation, and analysis of the operating and capital improvement budgets.**Salary**:

- This is an FLSA Non-exempt position, that is a Grade 316 with an hourly salary between $27.5197 - $41.2798.**Benefits**:

Regular status position’s offer:The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
-Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
-Sick leave accrues at 4.4 hours per pay period (114 hours per year).

**Retirement**:

- This position participates in the Arizona State Retirement System (ASRS).
- Contribution is mandatory, and the current contribution rate is 12.29%.

**Essential Functions**:

- Researches vendors and initiates acquisition of commodities for the department using the city procurement processes.
- Researches and evaluates proposed agreements for services; coordinates the review and approval activities associated with service contracts, assists in contract negotiations and administration; monitors compliance with applicable agreements terms.
- Participates in the development and administration of department, division and/or operating budget; analyzes proposed capital, operating, and maintenance expenditures; tracks and monitors budget expenditures.
- Tracks division and object expenditures by recording expenses and alerts management to budget overruns and unusual expenses. Maintains a variety of financial records such as purchase orders and contract status.
- Coordinates, implements, and monitors special projects within assigned area of responsibility; perform research and analysis of new programs, services, policies, and procedures.
- Represents the department by attending meetings and committees; presents information to staff, departments, and management.
- Performs other related duties as assigned.

**Minimum Qualifications/Special Requirements/Success Factors**:
Associate's Degree in Accounting, Finance, Business Administration or related field and three years of progressively responsible and related experience in preparing and monitoring budgets, researching and analyzing data, or project management.
