**Position Summary**

The Healthy Families America (HFA) Program Manager supports the Mary’s Center HFA DC Home Visiting program providing leadership, supervision and management of those home visiting programs identified within the Healthy Families America model. This position supports direct supervision of HFA and PRW Supervisors including the overall Assessment component using the Family Resource and Opportunities for Growth (FROG) of the HFA program. The role also leads CQI and QA activities to support meeting program targets, including communicating with contract and grant officers. Additionally, this role is responsible for ensuring adherence to the requirements of all funders, quality of the program, reporting, and to ensure that the program is meeting the Best Practice Standards of the Healthy Families America model. This position will be responsible for supporting engagement of eligible families and ensure staff are linked with trainings to meet their needs.

**Reportability***

This position will report directly to the Home Visiting Director.

This position will manage/supervise a team of Supervisors for the HFA DC program, and the Quality Improvement & Assurance Specialist.

**Essential Duties and Responsibilities**

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

**Programmatic**:

- Provide leadership and management of the HFA DC program.
- Attend mandatory program meetings convened by DC Health.
- Submit required DC Health reports.
- Respond to request for information by DC Health.
- Monitor funder’s data base for accuracy, timeliness, and adherence to screening schedules.
- Oversee and participate in Continuous Quality Assurance (CQA) and Continuous Quality Improvement (CQI).
- Adhere to all Best Practice Standards of HFA model ensuring ability to sustain adherence. Maintain relationship with model Technical Assistance provider and ensure all national affiliation reports and implementation requirements are met.
- Report to Home Visiting Director any areas of non-compliance or concerns with program implementation. Implement corrective actions as necessary to ensure compliance.
- Supervise up to five staff including two HFA Program Supervisors, one Parent Resource Worker Supervisor, and the Quality Improvement & Assurance Specialist.
- Oversee recruitment and on-boarding of new staff.
- Ensure that all staff receive required training to meeting HFA and DC Health requirements.
- Provide facilitation of the case reviews, ensuring staff are trained in the process and support preparing and presenting cases; and
- Work with Home Visiting Director to ensure programs are maintained within budgetary guidelines.

**Mary’s Center**:

- Meet regularly with the Mary’s Center Home Visiting Director to review program components, status of identified goals with DC Health and the Maternal Infant and Early Childhood Home Visiting (MIECHV) program, CQI and CQA status and achievements, receive supervision (with a focus on clinical, administrative, and reflective components), and other topics as indicated.
- Participate on the DC Home Visiting Council, including identified committees.
- Attend and participate in scheduled meetings, conferences, and in-service trainings to build relationships with community agencies and identify and address needs; and
- Assist with advocacy and efforts to support sustaining home visiting programs within the District of Columbia.
- Other activities as identified by the Home Visiting Director.

**Qualifications**

**Knowledge, Skills & Abilities -**
- Minimum a Bachelor’s degree in social work, public health, early childhood or related human services field.
- Master’s degree in Social Work, Education or Public Health preferred.
- Three years’ experience in case management with families, children or youth and at-risk children and their families.
- Three years supervisory and program management experience.
- Excellent interpersonal, problem-solving, analytical, and organizational skills. Knowledge of Reflective Practice and trauma-informed care preferred.
- Administrative experience in human services or related field, including experience in quality assurance/improvement and site development.

**Language Requirement - **Ability to communicate effectively in English is required. Additional language proficiency or fluency preferred.

**Physical Demands - **Regularly required to sit; frequently required to reach with hands and arms, walk, stoop, kneel, crouch, talk, or hear; must be able to lift objects up to twenty-five (25) pounds.
