The Community Services Director is seeking a responsible individual to perform routine and complex administrative, technical, and professional work in coordinating environmental projects generally related to solid waste, landfills, hazardous waste, stormwater, municipal drinking water (per the Safe Drinking Water Act), and municipal sanitary sewer (related to the Clean Water Act). May perform engineering design, planning, layout, and oversight work for environmental, water, sewer, stormwater, and other community development projects and programs. Responsibilities include supervision, construction oversight, preparation and coordination of plans, specifications, reports, estimate, field studies, and surveys.

**This is a full-time, exempt position based on a 40 hour work week. Weekly salary range for this union position is $1,570.80 to $2,271.20. Position is open until filled.**

**DUTIES AND RESPONSIBILITIES** (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
1. Serves as the City’s Project Manager for solid waste projects including but not necessarily limited to the following:
a. Tolend Road Landfill Superfund Site: Oversees consultant work on landfill monitoring and closure issues while managing contract with wastewater treatment plant regarding leachate disposal.

b. Dredge Cell Landfill Closure: Oversees consultant work on closure design options, long term monitoring program, and managing closure schedule.

c. Hazardous Waste Sites: Lead contact for any City on any hazardous waste site including the oversight of a consultant driven monitoring program for environmental regulatory compliance.

2. Serves as the City’s Project Manager for stormwater projects including but not necessarily limited to the following:
a. Municipal Separate Storm Sewer System (MS4) Compliance: Oversees annual data collection and reporting requirements to maintain compliance with current MS4 regulations.

b. NHDES Pollutant Tracking and Accounting Project (PTAP): Manages the City’s tracking, and reporting, of stormwater BMPs through the PTAP.

c. National Pollutant Discharge Elimination System (NPDES) Compliance: Interprets requirements of Federal Clean Water Act and identifies potential impacts on NPDES permitting issues.

d. Stormwater Utility Implementation Plan: Oversees a consulting team developing an implementation plan for a possible Stormwater Utility. Oversee the implementation of the Stormwater Utility, if a utility is adopted by the City Council.

3. Serves as the City’s Project Manager for drinking water projects including but not necessarily limited to the following:
a. Drinking water source exploration project: Serves as lead for continued groundwater exploration options for the City’s long-term drinking water supply needs. Project includes coordination with outside hydrogeologists and may involve negotiations with property owners, coordination with Planning Department on zoning amendments, and review of water quality monitoring result

b. Water system treatment plant design and construction: Oversees consultant teams designing upgrades to existing City drinking water facilities for enhanced treatment of drinking water including the removal of identified contaminants.

4. Serves and actively participates, as the City’s representative for the following organizations:
a. Municipal Alliance for Adaptive Management (MAAM)

b. Seacoast Stormwater Coalition (SSC)

5. Performs the following tasks as required to support ongoing capital projects and annual regulatory compliance reporting,

a. Oversee the design and preparation of design drawings and project specifications for various environmentally-related projects including drinking water, sanitary sewer treatment, stormwater, or hazardous waste and/or landfill issues.

b. Research records, maps and other data to obtain such typical engineering data such as location of sewer stubs, water mains, hydrants, etc. and zoning district designations or special property assessments.

c. Survey project sites to obtain and analyze topographical details of sites. Draft and calculate field notes to document quantities, alignment, grade and locations according to project plans or to document monthly and final progress estimates.

d. Prepare routine, cyclical and special records and reports of all activities, hours worked and projects.

e. Prepares documents for public outreach in coordination with the City’s Media Services Department.

f. Prepare or review consultant construction cost estimates by calculating dimensions, profile specifications, and quantities of materials.

g. Coordinate with the Finance Department on the development of Request for Proposals, Qualifications, or Bids.

h. Review proposals, qualifications, and construction bids and prepare recommendation to award based on lowest responsible bids, competency of vendors and consultants, and the s
